Report of Tele-conference of IFCSS Council ===================================================================(140 lines) >From: Hu Sen Date: Fri, 20 Apr 90 11:45:24 ******************************* * * * From the Council of IFCSS * * * ******************************* REPORT OF THE TELE-CONFERENCE OF IFCSS COUNCIL ---------------------------------------------- By Hu Sen, the coordinator (19th, April, 1990) The Council held a tele-conference on 12th, April. Of 16 members of the Council, 14 of them participated (Brown and Oklahoma absent). Mr. Chairman Liu Yong-chuan and Mr. Liu Ya-dong from the Headquarter, Mr. He Bao-ping and Miss Chen Ying from the Supervisary committee and Mr. Chen Xin-yu, the editor of 'Out Cry' joined the meeting upon the invitation from the Council. The meeting were presided by Mr. Hu Sen, the coordinator, and recorded by Mr. Huang He. According to the agenda, the tele-conference discuss the following issues: . June Fourth anniverssary; . 2-nd congress; . Budget proposals; . Working rules within the Council; . Eastern Europe delegation; . Questions about the China-trip motion. During the tele-conference, the Representatives discuss those issues in detail and made good progress in all of them. 1. June Fourth anniversary According to Mr. Chairman Liu Yong-chuan and Mr. Liu Ya-dong, the Headquarter of IFCSS will organise an event in DC, jointly with Min Zhen and Min Lian. The IFCSS will be the main body to launch. The other two will be the main sponsors. In DC, they prepare the following event on 3rd, June (Sunday): . rally, . concert, . candlelight vigil. The IFCSS suggest people to dress white during that time. Mr. Yang Li-xin at Columbia propose the nationwide events for June Fourth. It can be focused on several major cities, e.g. DC, New York, Los Angelos, Chicago, San Francisco, Boston, Houston, etc. It should be the joint event with appropriate Chinese-American organisa- tions. It can be in several forms, i.e. rally, demonstration, candlelight vigil, exhibition, sit-in, etc. The purpose is to show the current regime that we won't forget June Fourth massace. The Council agree it in principle. The detailed coordination will be discussed later. The Headqurter will write a declaration. The date is favored to be on 3rd, June (Sunday). 2. Second Congress They first discuss is it necessary to hold the second congress? USC suggested to hold a congress by e-mail. There is another alternative to hold the conference at each division, then hold a small-scale congress. Finally the Council decide to hold the 2nd congress in the form of physical meeting in accordance to the constitution. Mr. Liu Ya-dong introduced the budget proposal of 2nd congress, it will be $85,000. The Headquarter will sponsor $60,000. They expect to get some donation to cover the remaining part. The place is proposed at Columbus, Ohio tentatively. For the budget, see following sections. To prepare the 2nd congress, they discuss the following issues: . To identify the membership of IFCSS. It will be a joint work of Mr. Luo Zhexi from Harvard and Mr. Liu Ya-dong at the Headquarter. . To revise IFCSS constitution. The joint work with the Supervisary committee. Mr. He Bao-ping and Miss Chen Ying are the members from that committee to do this. Mr. He had introduced their ideas to work on that. The Council will discuss to form the committee later. . To form an organising committee. Mr. Liu Ya-dong proposed to form an organising committee consists of about 20 people. It will come from the 16 Council members, from the Headquarter, from the Supervisary committee and other branchs of IFCSS. This issue has not been decided. 3. Budget proposals Before the conference, Mr. Liu Ya-dong submitted several budget proposals. Those include the proposals for: . Headquarter categoried spending; . 2-nd congress; . June Fourth Anniversary; . Outcry; . Newsletter; . Computer Net Digest; . Publication for the Theoretical Research Comittee. In the tele-conference, they discussed the procedure to do with those proposals. They have agreed to let the Headquarter to submit a packet of budget proposals. Those will be presented to the Financial committee to discuss. After it passed in the subcommittee, it will present to the Council for votes. The votes are on each individual items. They have set up the date for each move. The Headquarter will revise and present the packet proposals before 18th, April. Then it is under discussion of the Finacial subcommittee. The Council nominated Purdue to head that subcommittee. The Finacial subcommittee will make a decision within a week. If it passed, the Council will vote within a week for the packet. 4. Working rules within IFCSS Purdue proposed a motion for that. The Council has the rule by Mr. Zhang Ya-qin before. For the new one, the Council agreed to elect an associate coordinator who will take the post of coordinator in case of absence or resign of the current coordinator. For the other parts, the Council agreed to revise the items which do not contradict to the original rules. 5. Eastern Europe delegation The IFCSS were invited by a student organization at Polland to join the international meeting of student organizations in July. Mr. Huang He introduced a motion by Princeton to form a delegation to attend the meeting and to visit other Eastern Europe countries. The delegation will be about ten people and the IFCSS will partially support the visit. Some members of the Council suggested to reduce the size and to specify the support. The member selected should submit a report upon returning. Mr. Huang He accepted those suggestions and agreed to work out a more detailed proposal. 6. Questions about China-trip motion Several members of the Council asked Mr. Chairman Liu Yong- chuan several questions on the China trip motion. About the current situation, he said that the request were eventually denied by the embassy. There were a delegation by the Economics Society to visit China recently. The officials of the government was kept away from those people. Mr. Chairman still think it is important to contact with the mainland. He would like to encourage students to visit the mainland in case of safety. ============================================================================== 2. IFCSS SVC Tele-conference Report ====================================================================(40 lines) From: CPVY1@VAX5.CIT.CORNELL.EDU Date: Fri, 20 Apr 90 14:10 EDT News Release IFCSS Supervisory Committee Tele-conference Report 17 April, 1990, IFCSS-SVC The IFCSS Supervisory Committee held a tele-conference on 7 April. The main focus of the conference was the preparation work for amending the IFCSS Constitution. Because of the unique position of the Supervisory Committee (SVC) as the IFCSS branch which interprets the Constitution and supervises its proper implementation, SVC members have had the opportunities to examine the details of the Constitution as well as its overall consistency. We felt that the amending of the Constitution will be a task of extreme importance on the forthcoming Second Congress, and that the SVC must play an active role in coordinating the preparation effort. We also felt that this work can not be satisfactorily done without the constructive contributions from the IFCSS members, the Council and the Headquarter. SVC elected Chen, Ying and He, Baoping to take major responsibility of this work. Some detailed aspects of the work were also discussed. On the conference, the SVC members heard reports from Huang, Guyang and Peng, Yuenan about the financial situation of the headquarter (January to March). Some members expressed unsatisfaction about the fact that the headquarter had only provided us a very brief balance sheet without any specific income/expenditure information. The SVC members exchanged other information on the conference. It was also decided that Chen, Ying and He, Baoping would audit the tele-conference of the IFCSS Council (held on April 12). This tele-conference was chaired by Dong, Jielin, and had received assistance from China Information Center in Boston.
