1. Question and Answer about China News Digest's Independency
==================================================================(45 lines)
Question from a reader in the US:

Dear CND editor: As I understand, CND is an independent China-related news
provider. After reading the IFCSS Budget Proposals you sent out on April 25,
I got the impression that CND is changing from independent of IFCSS into being
affiliated to IFCSS, is that true?

(IFCSS == Independent Federation of Chinese Students and Scholars in the US)

Answer by the editor:

Thank you for your concern. CND is a loose group formed by a bunch of Chinese
and a few non-Chinese on the computer network, most of the CND staffs are and
/or were Chinese students. We have been operating CND on the voluntary basis
and independent of any organizations since it was found in March of 1989. CND
has no intention to change its nature of independence and will continue to take
its own stands on various issues.

However, many individuals and organizations have been providing non-financial
help and assistance to CND, such as collecting e-addresses, setting up relay/
re-distribution stations and providing news sources/articles, etc..

CND has been cooperating with IFCSS very well since the foundation of IFCSS in
July of 1989. Two good examples of the cooperations are the Tax-Info Package
and Visa-Info Series that had been carried on NDUS.

Because of the successful cooperation between CND and IFCSS, now the proposal
for making donation to CND is under discussion in IFCSS. The final decision
is still to be made by IFCSS.

Until now, CND has NO budget at all and its staffs pay out of their own
pockets when expenses become necessary, e.g., subscription to newspapers and
magazines, phone bills and FAXes, etc., not mentioning CND staffs spend hours
daily on collecting news, editing news packages, and maintaining mailing lists
and relay/re-distribution stations.

Any financial help that CND would receive will be used for subscribing to
newspapers, magazines and/or wire services, improving the quality and
efficiency of CND services, and covering the minimum administrative expenses.
CND staffs will remain true volunteers, i.e., NONE of its staffs will get paid
for their work for CND. Also, CND will remain independent, in its news and
information selection and distribution.

Finally, CND thanks all the individuals and organizations who provided and/or
are providing help and support to CND in various forms. CND is seeking more
successful and fruitful cooperations with other organizations, especially,
with IFCSS, since the majority of our readers are students from mainland China
and are concerned of the working of IFCSS.
