[soc.culture.china, Dec 21] -- Support Unconditional MFN for China Campaign
has 462 confirmed signatory participants, from results reported from less
than half of its local coordinators.  The National committee of the Campaign
now consist of four members: Dong-Ping DENG, Zuofeng LI, Eddie CHENG,

Minzhu Zhongguo, published by Federation for A Democratic China, has resumed
publication after a prolonged interruption. In its latest issue, the journal
carries articles from scholars and dissidents, grouped into columns focusing
on China's past, present, as well as future. These columns include Special
Reports from China, Current Issue, The Democracy Movement and the Nation,
Ideas and Personalities, History and Today, The Arts, Reviews, Fiction, and
Serial. Subscription information can be obtained from the contributor or

Dear Fellow Chinese Students and Scholars:

Now it is the holiday season again.  As we are preparing for the coming
holidays, let us not forget June 4th victims, those suffering physically and
emotionally from the June 4th tragedy, those who lost families in the June
4th tragedy, those who lost freedom simply because they have expressed their
personal faith and conscience.  Let their imprisoned life remind us once
again of the value of freedom and the value of life.  Let their life remind
us of the duty we have for our motherland.

It is the time to show our love, support and concerns for them.  Due to the
difficulties imposed by the Chinese government, we do not have a full
account of the June 4th victims, not to speak of their full addresses.  Some
fear further persecution by the government if they are found communicating
with the outside world (and many of them would face tremendous pressure and
danger if they came forward, especially the thousands of ordinary people).
Here the IFCSS HQ has composed a list of June 4th victims with their mailing
addresses.  Let us send them our regards.  Let us work together to help
them.

Shen Peihua, P.O. Box 145, Qingdao Occean Shipping & Mariners' College,
Qingdao, Shandong Province (Shen Peihua is Chen Lantao's mother, Chen Lantao
was sentenced for 18 years in prison for his involvement during June 4th,
one of his "convicted crimes" was listening to VOA since 1981).

Fang Zheng, c/o Reception Room (Shou1 Fa1 Shi3), Beijing Sports College (Ti4
Yu4 Xue2 Yuan4), Beijing (Fang Zheng lost his legs in June 4th, 1989 and is
denied job assignment upon graduation).

Jiang Paikun, Jing Yuan Building 1, No. 43, People's University, Beijing,
100872 (Professor Jiang's 18 year-old son, Jiang Jielian, was killed on the
morning of June 4th, 1989.  He was only a high school student).

Ge Yumei, Gate 2 No. 2, Building Jia 1, Fuxing Road No. 22, Beijing (Ge
Yumei is Wang Juntao's mother).

Yulo Dawa Tsaring, c/o Lin Zingwen, Warden, Drapchi Prison, Lhasa, Tibet
Autonomous Region, P. R. China (Yulo Dawa Tsaring is a lecturer of
Philosophy at Lhasa University, also a monk at Garden Monastery.  He was
sentenced to 14 years in prison for advocating freedom of religion).

Wang Zhihong, 8th floor No 3, No. 20 Talou, Xiaoxitian, Xinde St.  Beijing.
(Wang Zhihong is Chen Ziming's wife).

Kang Tong, Building No. 4, Lane 2, Bei Guang St., Xuan-Wu District, Beijing.
(Kang Tong is Xu Wenli's wife.  Xu Wenli is a verteran democacy activist
since Xidan Democracy Wall, and now is in Beijing Prison No. 1).

Wei Lingling, Medical Clinic, Beijing Publisher of Maps, Beijing.  (Wei
Lingling is Wei Jingsheng's sister).

Shao Jiang, Building No. 3, Gate 2 No. 404, Tianjing College of Business
(Shang1 Xue2 Yuan4), Tianjing 300122 (Shao Jiang was imprisoned after June
4th, and now has no job)

Wang Huirong, Beijing San1 Li3 He2 Zhong1 Ke1 Yuan4 Tiao2 Jian4 Ju2, Beijing
10045.  (Wang Huirong is Wang Chao's mother.  Wang Chao was killed on the
night of June 3rd, 1989.  He was less than 30 years old).

Zhu Jiang, School of Economics, Beijing University, 100871.  (Zhu Jiang was
injured on the leg in the morning of June 4th, 1989.  The school is now
asking him to pay the 2,400 RMB medical fee).

Ouyang Hong, Basic Education Department (Ji1 Chu3 Bu4), Central South Law
and Political Science College, Wuhan, Hubei Province, 430074.  (Ouyang Hong
is Li Jinjin's wife.  Li Jingjin is the lawyer for Wuhan Worker's
Independent Union.  He was a post-docotor fellow in Beijing University and
was expelled by the school).

This report covers the time period from Dec. 6 to Dec. 20, 1991.

On Dec. 12, upon invitation by the Foreign Policy Task Force of the National
Democratic Women's Club, Zhao Haiqing gave a speech at the Club titled
"China Today and Sino-U.S. Relations".  He described the current situation
in China, the effort of Chinese students and scholars in this country in
promoting democracy and human rights in China.  He also introduced, in
depth, various activities that IFCSS has organized to serve and protect
Chinese students in this country.  Finally, he analyzed the pros and cons of
current U.S.  foreign policy toward China and emphasized that human rights
should be the essential element in the bilateral relations between U.S.  and
China particularly in the post cold war era.  National Democratic Women's
Club is a credible organization representing more than 2,000 members.  Its
functions includes identify issues and setting policy for the Democratic
national platform.

IFCSS HQ is in the process of a fundraising campaign, which, when carried
out, will require sending out about 4,000 direct-mail letters, and later
sorting out thousands of them. This is a new area which proved to be worth
trying last year.

The HQ have updated and came up with a new issue of IFCSS brochure, which is
handy when introducing ourselves to others.  Should you have any needs for
the brochure, please let us know.

The HQ have printed out and sent nearly six hundred season's greeting
cards, mostly to the House Representatives and US Senators, in expressing
our gratitude for US Congress' concern and care for the situation in China,
and for what they have done for the Chinese students in this country (we
strongly recommend you do the same, especially those congressional delegates
from your own states).  This also serves as a warm-up for the upcoming
legislative efforts addressing at issues concerning China and ourselves in
America.

4. Readers' Comments on the "Blacklist" Event ........................... 24

Below my original argument is the feeling that there is a implicit aspect of
discrimination about this blacklist. I would be inclined to believe that
U.S. or Canadian schools do not put out such a list for their own citizen
applicants. Those Chinese students are least likely to sue the schools for
breach of privacy, since they probably don't know they have been blacklisted
and don't have the resources to take legal action.

If you let such system exist, you invite discrimination and potential abuse.
If that danger exists, then it's not a good system.  (Young Chul Kim)

Dear CND Editor: In your article of 12/21/91 on the alleged fraudulant
documents furnished by Chinese, a key point is the definition of "public".
In my understanding, an information released to public should be accessable
to EVERYBODY. Your article, however, failed to elucidate this, nor did it
say if Inter-L was available to everybody or if it was available only to the
admissions officials from its member schools. If the latter is true, then
those arguments opposing Ms Wendy Fan's practice will be substantively
weakened.

As a Chinese student, I personally heard some incidents of fraudulant
documents when I was in China. I support Ms Wendy Fan's practice, and I
doubt if anybody needs to worry about it if he/she is not involved with
providing questionable documents.  (Identity withheld upon request)

The paper should be of 10000 - 12000 words. The abstract about 2000 - 4000
words be faxed or sent to the organizer before Jan. 20th, 1992. The paper
should be sent to the organizer before April 15th, 1992.
