Dear CND-US Readers:

    The Independent Federation of Chinese Students and Scholars (IFCSS)
in the USA will hold its third congress in Washington D.C. from July 12
through July 14, 1991.  Now, CND is reporting the congress news from the
conference site.  We will do our best to keep you informed of the major
progresses of IFCSS 3rd Congress and interesting news in next few days.

    In the reports, we will not repeat what CND-US has carried in last
few months about the IFCSS 3rd Congress.  CND reports are NOT official
IFCSS News Releases, except those that are publicized by IFCSS and
re-distributed by CND.

    We would like to hear from you about what you want to know about the
3rd Congress so CND can provide more informative news and reports.  Please
send your requests to "cnd-us@bronze.ucs.indiana.edu", however, due to the
limit to our man-power and time, we might not be able to answer all incoming

1. Today: Delegates Confront "Real CSS Leaders" in US Congress . . . . .18

In the morning of July 11, about 20 IFCSS 3rd Congress delegates from 10+
states/universities went to US Congress to lobby for conditional renewal
of China's Most Favorite Nation trade status.  In the US Congress, they
learned that Senator Bob Dole was about to hold a news conference featured
with "most authoritative and respected Chinese student leaders" in support
of Bush's position on MFN.  CNN and other major TV, Radio and Newspapers
would present in the news conference.  The delegates decided to go and look
at the conference.

In the news conference held by Ms. Gong Xiaoxia, Mr. Lu Mai and Mr. Li
Xiangru, they were rebutted by IFCSS 3rd Congress delegates and their
qualifications for representing IFCSS and CSS in the US was questioned, the
organizer called for a close of the conference in just 15 minutes.  After
that, the news media turned their attention to 3rd congress delegates and
the delegates explained the position of IFCSS in the MFN issue.

IFCSS will issue a detail report on this incident tomorrow in the "3rd
Congress Newsletter" (Chinese edition).

According to IFCSS HQ News Release No. 2145, so far 130 institutes have
decided to send representatives to attend the third Congress.  As far as CND
can learn, about 110 delegates from some 95 US institutes have registered
with the conference secretariat office as of 11:30PM EDT today. It's expected
that more institutes will be aarriving by tomorrow morning.

In a brief interview with IFCSS "one-day-to-go" president Dr. Chen Xingyu,
he especially praised Mr. Dong Qiqi, Mr. Zhang Xiaochuan and Chinese students
and scholars in the University of Maryland (host of the conference) on the
excellent and laborious conference preparation work they have done in last
three weeks.

Professor Fang Lizhi and some other overseas prominet dissidents will
attend the opening ceremony tomorrow.

I think it is really a good idea that the student association in the United
States contributes some money from their Democratic funding to establish a
fund for those suffering in China because of their behavior during the 6.4
movement.

To the President of IFCSS, Dr. Chen Xing-Yu,

I suggest that IFCSS initiate a donation among Chinese students and scholars
in USA for the people who are suffering from the recent flooding. This is a
very good thing to do because it shows that we Chinese students in USA,
represented by IFCSS, really hope best for our nation and our people. All we
did before, all we are doing now, and all we will do in the future is only
for the goal of having a better China.

I hope this motion can also be on the agenda of the coming 3rd IFCSS Congress.
