This morning at 9:30, IFCSS 3rd Congress held its opening ceremony in
the Campus of the University of Maryland at College Park. A total of
201 delegates from 120+ US schools and academic instittues attended the
conference (156 units sent their registration to IFCSS). The delegates
and invited guests and reporters filled a 300-seat conference room in
the UM Student Union.

At the beginning of the ceremony, the conference observed one minute
silence to morn those who died in the 1989 Beijing Massacre.

In the opening address, IFCSS president Chen Xingyu welcomed the delegates
and guests, and he emphasized that "no other overseas Chinese orgnizations
have the capacity like IFCSS".

Several guests were invited to deliver speech at the conference.

US congresswoman Nancy Polesi spoke to the conference next.  She explained
the current debate on China's MFN issue and reiterated that Human Rights in
China is still of great concern.  US House of Representative had passed
Polesi's bill to attach human right conditions to China's MFN with a vote
of 313:112 and she urged CSS to continue lobbying the Senators to ensure
passage of the bill. The Chinese government has been trying to put the
Tiananmen Massacre behind it, she said, and it can began doing so by freeing
the political prisoners arrested then.

Professor Fang Lizhi briefed the conference with the current situations of
Chinese intellectuls by reading several recent letters from China.  In one
of the letters, it's said that a few senior scholars inside China is planning
an appeal to Chinese government to release student leader Wang Dan.

Mr. Liu Binyan pointed out in his speech that the reputation of overseas
Chinese students and scholars are going down, he hopes that IFCSS can do
something to rectify it.

Mr. George Lister of the US State Dept. Human Rights Bureau, introuduced the
history of Human Rights diplomacy in US foreign policy. He maintained that
the human right diplomacy is the best thing that ever happened to United
States foreign policy. He further point out that the human right policy
does not imply that the United States is morally superior, there are many
human rights violations in the US as well.

Chen Yizhi expressed his hope that China could be changed into a better
society without major turmoil and bloodshed.

Mr. Zhang Jianjun, the president of the CSS association at the University of
Maryland vowed the firm support to IFCSS from 500 CSS at U of M and expressed
his hope that IFCSS will enhance its relationship with local CSS charpters
because that the strength of IFCSS is based on them.

Mr. Su Xiaokang believes that overseas CSS will learn more about the nature
of the Chinese regime as they deal more with Chinese government. In addressing
the recent voices of IFCSS "becoming non-political", Su Xiaokang said that
CSS should never give up their political persuations when they deal
with the government, and the government is willing to deal with oversea CSS
only when they are strong.

Two US congressmen were unable to attend the ceremony and they sent their
assistants to the conference and deliver their letters.

IFCSS presented plates to several IFCSS activists and American friends who
heped IFCSS in its operation and acitivities.

In the ceremony, delegates applauded to Mr. Ge Xun for his courage and
devotion of returning to China to observe Wang Juntao's trial last year.

Also, Dr. Huang Yuangeng of U of M was specially recognized for his
excellent work in helping 600+ CSS in their family reunion and visa matters.

This morning's meeting was continued with the annual reports by IFCSS
presidents and subcommittees and a delegates' inquiries and speech session.

 (1) Two Delegates Walked Out During Pelosi Address

Two delegates who favored unconditional renewal of China's MFN status
walked out of the conference hall when Nancy Pelosi was being introduced
to the Congress. They and a few others had originally planned the move
to protest IFCSS's lobbying for conditional renewal, but only two
acutally left and did so quietly without disrupting the conference.

 (2) Global CSS Union to held Congress in Hong Kong

The 2nd Congress of the Global Chinese Student Union was to be held
in Hong Kong this weekend. Its current leader ("Coordinator") and
former IFCSS President Liu Yongchun was unable to attend the 3rd
IFCSS Congress because of the time conflict.

However, the British governments refused to issue entry visa to Liu,
the Congress was almost relocated. It was finally decided that the
later part of the Congress will be moved to Taiwan to allow Liu
Yongchun to attend.

It was reported that the IFCSS (USA) will be responsible for
coordinating the activities of the global student union, and its
President will be the natural President of the global union.


 (3) IFCSS Vehicle Auctioned by DC Government

An unusual story came out during delegates inquiries of the previous
IFCSS administration. It appeared that the current adminstration inherited
unknowingly a number of unpaid parking tickets with the van from the
previous administration. The van was subsequently towed away by police
in another parking violation. In the process of appealing the $800
parking tickets, the police sent out a letter to IFCSS warning that the
van will be auctioned off in 21 days, but the letter was not received
because it was sent to IFCSS's previous address. In the end, the van
was auctioned off by the police, causing several thousand dollar loses
to the Federation.
