Tonight, after a long four-hour presidential election campaign, IFCSS 3rd
Congress elected the president.

CND reported earlier that that ZHAO Haiqing (Harvard U.)/GENG Xiao (U. of
Arizona) were only candidates for IFCSS President-Vice President. That was
true until 6:00pm this evening.

But two more pairs announced their candidacy just minutes before the
Presidential election was to start. They are HU Sen (Northwestern U.)/
CHENG Ming (Roswell Park Inst.), and HOU Zhongyu (San Jose U.)/HE Ming (Utah
State U.).

HOU was a Tiananmen Square student who escaped to the West in June of
'89.  His progressive views on various issues and HU Sen's position on the
MFN issue (HU signed a letter to President Bush supporting unconditional
renewal of MFN in June) nicely placed ZHAO Haiqing at the "moderate" position.

The result of the Presidential election was 108 votes for ZHAO Haiqing
and 9 votes for HU Sen and HOU Zhongyu each.

Immediately after the announcement of the result of the Presidential
election, the new President Zhao Haiqing endorsed a motion on the Congress
to call for delegates to donate for the victims of the recent floods in
China (see CND-Global, July 11). Almost all delegates immediately donated,
each $5 - $10.	The money donated will be sent to the victims via Chinese
Red Cross.  CND has not learnt of the exact amount of money collected.

  Seventeen resolutions were voted on the 3rd Congress. Seven passed,
including one admendment to the Charter allowing for Students who have
graduated and no longer affiliated with a school to become IFCSS
members.

  Among all the resolutions passed, the resolution for supporting the
continual lobbying of conditional renewal of China's MFN status received
the most lopsided vote: 89 Yes, 10 No, 9 Abstained.

After hot debates on the proposed bills, the 3rd Congress had a vote on
those bills this afternoon. 7 of the 17 proposed bills were passed. The
following is the voting result, there were 114 valid ballots in 116 returned
ballots, 12 ballots were not returned.	The names of the bills are
descriptively translated into English by CND.
