The floods in China are getting worse and worse, many local Chinese student
organizations and individuals have started donation drive for the victims
of the floods.

As an ordinary IFCSS member, I suggest that the new IFCSS leadship take
immediate action in orgnazing and coordinating the donation drives in the
US to show our conern about China and Chinese people.

   Subject: Call for co-signers of Proposal to IFCSS Council

Dear China-Net netters,

I am sure many of you are gravely concerned on the flood situation in China
and are hoping to do something. I have drafted the following proposal to the
newly-elected IFCSS Council to appeal for emergent action on the part of the
IFCSS in initiating and coordinating a fund raising campaign to help the
victims of the flood.

Please ask your local CSS organization to co-sign this proposal if you agree
that this is the right thing to do. Even more importantly, please ask your
local CSS organization to immediately start the fund raising.

Leaders of some schools' CSS organizations have expressed intent in
co-signing this proposal. These schools include Purdue University, St. Louis
University, University of Missouri at St. Louis, Washington University, and
Washington University School of Medicine.

I hope that the newly-elected IFCSS council members can take immediate action
in finalizing a resolution on this proposal.

      An Emergency Proposal for IFCSS to Conduct Relief Fund Raising
      to Help Chinese Flood Victims

To: IFCSS Council,

Dear IFCSS Council members,

It is with great sorrow that we witness the land of China being ravaged by
the worst flood in recent Chinese history. To date, more than 1,300 deaths
have been reported. More than 2 million people have been left homeless,
threatened by hunger and diseases. Eighteen provinces have been stricken by
the flood, which destroyed 6, 200 miles of roads and 620 bridges, in
addition to six million tonnes of grain.

IFCSS, as the sole representative body of the Chinese Students and Scholars
in the U.S., has the responsibility to organize and coordinate the
establishment of a relief fund raising campaign to help our parents, our
sisters and brothers, who are being devastated by the flood. Therefore, we,
the following signed members of IFCSS, do hereby request the IFCSS Council
to convene in emergency and pass a resolution on the initiation of a Chinese
Flood Victims Fund Raising Campaign.

Due to the emergency nature of this campaign, we suggest that the IFCSS
Headquaters be in charge of the coordination of this campaign.

We suggest that the IFCSS Supervisory Committee be requested to supervise
the fund raising campaign.

We recommend that all donations received be forwarded to the Chinese Red
Cross as soon as possible.

This proposal is co-signed by Chinese Students and Scholars organizations

American Red Cross will accept your check and transfer money it collects to
its China counterpart, China Red Cross. When writing a check, make sure
somewhere in the check you write "for China Flood Relief". You can obtain
local ARC office mailing address and telephone number from the White book,
under American Red Cross.

I believe this is the best way for individual to donate without worrying
potential scam or political problem.

3. In Canada: FCSSC'S Appeal for Flood Relief Donations . . . . . . . . 50

Dear Chinese Students and Scholars in Canada,

       As reported so far, storms and  flood in Southeast China have
caused more than 1300 people die, with hundreds of thousands
homeless. Among the worst struck areas are Anhui, Jiangsu and
Zhejiang provinces. Regions that are near the Yangtze River in
Sichuan and Guizhou provinces have also suffered heavy losses. For
the first time, according to reports, the government of China is
appealing to the world for foreign aids to the flood relief.

       People's  lives are being threatened, their properties being
destroyed. It is urgent!!!

       FCSSC is now calling all member schools to start immediately
collecting donations for the relief of the disaster that has fallen
upon our country and our people.

      The donation activities will be conducted at two levels: FCSSC
and local CSSAs. FCSSC will coordinate activities while local CSSAs
collect donations. Specifically, each level will do in order of the
following jobs:

 FCSSC:
      (1) Collect, edit, and distribute the news about the flood on
      CHINA-CAN;

      (2) Collect, edit, and distribute the news about the flood-
      relief actions in Canada;

      (3) Collect and distribute the progress report of local CSSAs'
      donation activities.

      (4) Open a special account for donations.

      (5) Collect all the donations and deliver them appropriately
      to China Red Cross.

 LOCAL CSSAs:
      (1) Collect and distribute the news about the flood and flood-
      relief actions to Chinese students and scholars;

      (2) Collect donations, in whatever ways appropriate, from
      member students and scholars;

      (3) Report to FCSSC coordinator the results of donations.

      (4) Transfer the donations to the FCSSC special account.
