Response of Chinese Consuls at Toronto
				    On
Wang Juntao & Chen Ziming's Hunger Strike

Four Executive members of ACSS-UofT, Wang Jixian, Qu Xiaohua, Wu Heng,
and Li Haijin, met with Mr. Liu and Mr. Chen, Chinese Educational Consuls at
Toronto on Aug. 26, talking about Wang Juntao's hunger strike. First, we asked
about the information given through the "official channel." Mr. Liu and Mr.
Chen's response can be summarized as the following points:

     (1) They ware informed on Aug. 15 that there was no hunger strike at all
did by Wang Juntao since August 13. Wang himself denied too the action;

     (2) Since a few days before August 13, Wang's wife, Hou Xiaotian has been
refused to visit her husband; and

     (3) No further news about Wang and Chen has been received since Aug. 16
through official channel.

We, on behalf on the ACSS-UofT, strongly expressed our concerns on the
matter and our requests to the Beijing authority in charge:

     (1) In any case the authority should avoid the inhuman treatment to Mr.
Wang and Mr. Chen, which may result to the damage of their bodies or to death.
If the hunger strike is going on, the authority should meet their basic
requirements in avoiding the fatal conflict.

     (2) Seeing is believing. The authority should allow a third party, such
as International Red-cross Association to visit the people such as Mr Wang &
Chen, so that overseas Chinese can have opportunity to see the truth. This is
also a proper way for Chinese government to show how its constitutions and
laws are obeyed.

To keep the Chinese general public informed of the dramatic developments in
the USSR is of the utmost importance at this time. Those of us having the
good fortune to learn about the dizzying news from various media have the
moral obligation to pass on the information to the Chinese people at home.

Silicon Valley for Democracy in China, the SVDC Education and Community
Awareness Committee invites you and all your friends to participate in a
letter campaign to send up-to-date and accurate information into China.

This is how everyone can contribute ---

Send TEN EMPTY ENVELOPES to the address below. Write the name and the
address of any organization in a city or a village of any province in
China on each envelope. Include a representative title if you can.
This might be a job title, such as "Principal of An Hui 1st Middle
School" or "Administrator of Wu Han 3rd City Hospital". Think of the
places you lived or visited before.	The intent is to cover as many
   areas in China as possible.

	SVDC
	P.O. Box 160308
	Cupertino, CA 95016-0308

Volunteers from SVDC and other local organizations in the San Francisco Bay
area will put copies of news clippings in each envelope, place a fifty
cents stamp on the envelope, and drop it in the mail. The information will
be specifically related to the events in the USSR.

We do NOT need to know your name and address if that is a concern but you
are welcome to include the following information so that we can send you
our newsletters and other materials in the future:

	Your name (real or fictitious)
	Mailing Address

   Optionally, please also consider including:

	Work phone number
	Home phone number
	Telefax number
	e-mail address

To reduce possible repercussions to individuals receiving the materials, it
is preferrable to send them to UNNAMED recipients (for example - the head
of an organization, such as work units, factories, schools, military units,
hospitals, government offices, and so on).

SVDC will provide funding to reprint news articles and mail them to China
from various cities throughout the United States and other countries where
SVDC has members or friends. You can contribute by sending us the
pre-addressed envelopes or rounding up your friends to do the same letter
campaign yourselves. Please spread the word around about this project.
Your help is greatly appreciated.

Washington, DC 20005

Dear Mr. Geng:

International Underwriters/Brokers wishes to apologize for any confusion or
misunderstanding attributed to clerical errors in the news release of
August 9, 1991 concerning the IFCSS health insurance program.

Please note that persons eligible for the IFCSS plan are "all Chinese
students and their accompanying eligible dependents who are residing in the
U.S.A. under Executive Order 12711, or have valid student or scholar's
visa/status; are temporarily residing outside their Home Country; and are
actively engaged in education or educational activities in the U.S."
Actively engaged means a person who is enrolled as a student for six or more
credit hours in a college or university.

A spouse must be enrolled as a spouse unless also registered as a student or
scholar... in that case, they would then be eligible for "member" rates.
Children may only be enrolled if a parent is a member and enrolled in this
plan.

Applications received from persons with an F-2 or J-2 visa status (spouse)
must include proof of eligibility; i.e. , evidence they are attending a
college, university or community college for six or more credit hours.

Over the past weekend, August 26th and 27th, IU/B moved to new headquarters
in Virginia creating a problem with respect to the IFCSS toll-free telephone
number. The problem will soon be resolved. If you experience further
difficulty, please call on 1-800-336-3310.

Once again, we do apologize for any misunderstanding concerning spouse and
children eligibility.
