Subject: IFCSS NR 3006: Second Report On IFCSS Flood Relief Donation Drive

Dear IFCSS Members:

     The donation drive launched by IFCSS went on very well. So far IFCSS
China Flood Relieve has received *****	$7200.00  ***** from fellow Chinese
students and scholars in the U.S. Among them, $1,200 was collect by University
of Utah, $682.71 from UCLA and $430.00 Georgia Tech. The rest come directly
from individuals.

     This amount does not include the $1,882.00 which has been sent to China
Red Cross from IFCSS in the middle of July.

     Since the donations are still coming, and there are many local
organizations are going to send the money they collected back to China via
IFCSS, we expect the total amount will exceed $10,000 soon.

     Large amount donation as such should be taken cared of very carefully.
IFCSS has not decided yet to where and how to send the money. Many people
have suggested that is would not be the best way to mail the money back to
China. Also there are many suggestions on to where shall send the money.
IFCSS has been seriously considering these suggestions. We think the best
way to know where to send to money is to send an IFCSS delegation back to
China. On the one hand, after going back to China, the delegation could make
better judgement on to where and how to send the money. On the other hand,
the delegation could visit the disaster areas to express sympathy and
solicitude on behalf of Chinese students and scholars in the U.S. By doing
so, we can let people in China know that we overseas Chinese students and
scholars do care about them.

     Another advantage of sending delegation is that the delegation can
bring some relief materials, instead of money only, to the disaster areas.
The materials could be bought either in the U.S. or in Hong Kong. We have to
know whether Chinese Customs will allow our delegation entering China with
(or without) relief materials.

     IFCSS is doing various studies, including to contact the PRC Embassy, on
the feasibility of sending IFCSS delegation back to China. ZHAO Haiqing has
decided he will be the head of the delegation, if necessary. Whoever is
interested in joining the delegation please contact IFCSS headquarters office
directly.

     IFCSS has no intention to use part of the donation as the expenses of
the delegation. All the expenses will be paid by the delegates themselves,
unless specified donation be raised.

     Such an action need good coordination. we urge IFCSS member organization
and individual Chinese students and scholars actively participate in this
action. When sending the donations back, we will attach the names of donors
(sorted by school), unless one wants to keep anonymous.

                CHINESE AUTHORITIES' INHUMAN TREATMENT
             TO WANG JUNTAO AND OTHER DISSIDENTS IN PRISON

     Whereas, Wang Juntao and other dissidents in prison are enduring the
harsh prison condition and seeking support from IFCSS in demanding improvement
of the prison condition.

     Whereas, Wang Juntao and other dissidents in prison are having serious
disease and receive no or inadequate medical treatment from Chinese prison.

     Whereas, Wang Juntao and other dissidents in prison have tried every
means to protest the inhumane treatment and receive no response from Chinese
authorities.

        Be it resolved:

     IFCSS shall voice its outrage about Chinese authorities' inhuman and
illegal treatment to Wang Juntao and other dissidents in prison. IFCSS shall
protest the squalid prison condition in which Wang Juntao and other dissidents
have to endure.

     IFCSS shall make all its effort to contact the United States government
and Congress on behalf of Wang Juntao and other dissidents in prison.

     IFCSS shall organize and coordinate the related activities in urging
Chinese authorities to improve prison condition and provide adequate medical
treatmant to the illed dissidents.

     IFCSS shall cooperate in every possible way with other human right
organizations in this matter.

     IFCSS Headquarter shall be fully in charge in planning, coordinating and
organizing such activities.

Subject:  IFCSS: CAMPAIGN TO SAVE WANG JUNTAO	Mon, 5 Aug 91 08:27 EDT

	Last week, after the UPI report on July 27, we started a campaign to
save Wang Juntao.  Due to urgency nature of the task, we concentrated on
appealing to the Administration and other international human rights
organizations for effective and quick results.

	At beginning of the week, during July 29 - 31, we contacted the State
Department, both Human Rights Bureau and the China Desk. During lengthy phone
conversations with them, we reported Juntao's worsening health condition and
the inhumane, illegal jail condition for him.  We urged them to raise this
issue through diplomatic channels and put pressure on Chinese Government to
save Wang's life.  We clearly stated our position that Wang Juntao and other
"June 4" dissidents should be released immediately because all they have done
were to speak out for their political beliefs.	For the minimum, the Chinese
Government should allow him to be treated in hospital for his severe illness.
Officials from both Human Rights Bureau and China Desk promised to consult
with their colleagues and take appropriate actions.

	On Friday, we learned from the State Department's China Desk that
Assistant Secretary Solomon met with Chinese Deputy Minister of Foreign
Affairs Liu Huaqiu at a Pacific conference early Friday morning our time.
He raised with Liu the issue of human rights, particularly Wang Juntao's case.
We will report to you as soon as we learn more details including Liu's
response.  The National Security Council also called the Chinese Embassy on
this issue.

	Meanwhile, we contacted several key Congressional offices urging them
to act on this human rights issue.  In a phone call to Pelosi's office, we
asked her to call Under-secretary Eagleburger in addition to writing letters
to the President and Chinese Government.  Later on, an appealing package
asking for help was delivered to Capitol Hill particularly to those senators'
offices who voted with the President on MFN.

	By last Friday, we learned that many members of the Congress have
started writing letters to the President urging him to take actions on this
urgent human rights issue.  Among those are Senators Lugar, Kennedy, Cransten
and Congresswoman Pelosi.

	At the same time, we also contacted major human rights groups
including Amnesty International and Asia Watch asking them to do whatever they
can to exert pressure to the Chinese Government to save Wang Juntao's life.

	By Friday, we learned a lot of actions have been generated. Amnesty
International activated its Emergency Alert Network and several thousands
letters have been generated calling to save Wang's life.  Asia Watch issued a
letter to the President giving details of Wang's health conditions and asking
the President to take concrete actions helping to save his life.

	Meanwhile, IFCSS together with other Chinese organizations issued a
public statement condemning the Chinese Government's brutal treatment of
political prisoners.

	So far, the Campaign to save Wang Juntao has been very successful.
Many Chinese students/scholars showed great concern to Juntao and this basic
human rights issue.  During my phone conversation with different offices, I
also learned that they received appealing requests by Chinese students from
different part of the country.	That definitely impressed them very much that
the human rights issue is cared by Chinese students/scholars nationwide not
just the IFCSS Head Quarters.

	This week, we should continue our campaign to save Wang Juntao
especially in public.  We have done much work through various diplomatic
channels in a low key manner.  Now is the time to exert as much public
pressure as possible to force the Chinese Government to release Wang Juntao
and other political prisoners, at least to allow him to be treated in hospital.

	You can do so by calling/writing to your members of Congress especially
when they all come back home for recess this week.  We should also go to local
media telling them the story of Wang Juntao and other political prisoners.
The IFCSS Headquarters has prepared a package on this issue and will keep
updating it.  We will be happy to help and facilitate you with information you
