            An Open Letter to Leaders of CSSOs on
                  Zhao Hua's Incident

Dear fellow presidents and chairpersons:
   Since I haven't seen anyone who could shows an appeal letter
especially from presidents of CSSAs, I tried to work out one as a draft
below. I would like to get any inputs, suggestions, corrections for this
draft, and gather the signatures as many as possible.
   We would send this letter to: Chinese Ambassy in U.S., Chinese
Consulate in Chicago; National Educational Commission; Shanghai
Municipal Government; Shanghai Municipal Sanitation Agency; Shanghai
First Medical University. The title will be changed according to
different recipients.
   I 've prepared a Chinese version of this letter identical to this
English version meanwhile.
   I hope we can do something, not only for late Zhao Hua, but for
our ordinary civilian and for our seemly incorrigible society in China.
   Thanks for your attention!

                 An Appeal Letter on Zhao Hua's Incident
                   from Chairpersons of CSSOs in U.S.A.
                           (The First Draft)

Dear Mr. Li Dao-yu:

   We, chairpersons and presidents of Chinese students and scholars'
organizations in U.S.A, are writing you and reporting the death of
an overseas Chinese student, Zhao Hua, on January 20th, at HuaShan
Hospital, Shanghai, while he was back in China for visiting parents.
What we would like to draw your attention to is that, based on the
information we have obtained, Zhao Hua, a graduate student at
University of Wisconsin at Madison, had not been treated properly
and promptly as expected after the onset and seeing doctors at
Emergence Room of HuaShan hospital, due to some of medical profess-
ionals' inresponsibilities, resulting in his return to States
impossible any more...

    Zhao Hua's incident has been unveiled in Chinese students and
scholars' society before long. However, it has drawn extensive
attention throughout the States quickly. And strong responses have
also been stirred up in communities where we stay, universities,
colleges and communication networks, etc. In our country, it seems
not very unusual that the civil dignity and value of individual life
are neglected at certain instances. That occupational ethics
and responsibility haven't been intensified has prevailed for years.
All dimensional "Door-open policy" has boosted the development of
domestic economy drastically, but, however, the improvement of
spiritual quality as human beings hasn't been casted off going
astray yet. We believe that Zhao Hua's death is not a sole incident,
which actually could happen in the past, and nowadays; this hospital
and another one; to an overseas student and to any ordinary Chinese
as well. Without the improvement of civilian occupational mortality
, the power of public surveillance and adequate restraint of legal
system, Zhao Hua would not be the last victim.

   In view of this regard, we, the chairpersons and presidents of
CSSOs signed underliningly, would like to take this opportunity to
request you, Mr. Ambassador, to view this case, understand how we
overseas students and scholars feel aboutthis matter, and through
proper channels, call the relevant units, i.e., National Educational
Commission and Shanghai Municipal Sanitation Agency, etc., to
organizing combined and justical investigation on Zhao Hua's disease
analysis, the process of his diagnosis and treatment and identifi-
cation of persons and parties likely responsible for his mistreatment
if any, with all results going public.

   We acknowledge all efforts and assistance that the ambassy and relevant
departments in China could make and supply with, in the name of Chinese
students and scholars in U.S.A.
