     IFCSS Helped a Studnet Stranded in Turkey Get a Visa
     ====================================================


     On February 15, 1993, IFCSS HQ received a message from a 
student in a Midwestern school. The student was covered by the 
Executive Order. Her husband Mr. K came to U.S. with a F-2
visa in early 1992. In November 1992, Mr. K left the U.S. to
Turkey for an international conference. After the conference,
Mr. K applied for a visa at the U.S. Consulate in Istanbul, 
Turkey. His application, however, was rejected and was asked
to return to China to apply for a visa.

     Mr. K, however, told the consulate officers that he
had applied for political asylum before he left the U.S. because
he had been on the Chinese Government internal control list. But,
he was told later that INS will reject his asylum application. 
He was therefore stranded in Turkey for two months while his
wife (the principle student) tried everything to get him back 
to U.S. After exhausting all her means, she finally thought of
IFCSS.

     After learning this incident, the HQ carefully studied the
case and concluded that we can help her. IFCSS Executive Director
and Chairman of Student Affairs Committee Zhang Qingsong broght
the case to the China Desk of State Department and argued that
Mr. K should be allowed a visa to enter the United States. State
Department agreed and promised to send a cable to Istanbul.

     Yesterday, Mr. K finally got his visa from the U.S. Consulate
in Istanbul and he is booking tickets to join his wife and his
new born son whom he has never met.

     The HQ will write to State Department to thank for its 
cooperation in resolving this issue and the two officers,
Rose and Diane, for their help.


     A Reminder:

     IFCSS is not an Almighty God who can do any thing at will.
We have limited manpower and resources. When you bring a case to
us, we may or may not be able to help. It all depends on whether
we can make a strong case out of it. We will do our best to help
our fellow students/scholars. But remember: The best person who
can help is youself. You should know what your rights are and how
to protect them.
