          HQ Officers Visited Department of State

Dear IFCSS Members:

     Yesterday afternoon, IFCSS Executive Director/Student Affairs
Committee Chairman Zhang Qingsong and Assitant to the President/
Government Affairs Committee Chairman Shi Heping met with State
Department officials Diane Kelly and Gary Williams.

     IFCSS and State Department officers first discussed the
current human rights conditions in China. 

     IFCSS officers then submitted a total of 12 student family
reunion cases for consideration of the State Department. The
Department officers did not have the time to go through the
cases one by one because a Chinese airplane had an accident in
Alaska in which 2 passengers were dead and many injured and the
officers were engaged in a relief effort. The officers will
study the cases carefully and give us their answers in one or
two weeks.

     IFCSS officers then brought up the subject of CSPA
implementation. State Department officers agreed to arrange
a joint meeting of INS, State Department and the IFCSS regarding
the implementation.

     In another event, the nomination of Winston Lord as the
Assistant Secretary for East Asian Affairs has been approved.
We would like to take this opportunity to extend our 
congratulation and express our support to him. The HQ also received
a letter from Mr. Lord yesterday (see below).

Dear Mr. Geng,

     Thank you for your letter of February 24 concerning my 
nomination to the position of Assistant Secretary of State for
East Asian and Pacific Affairs.

     As your letter indicates, the human rights issue is one I have 
been concerned and spoken publicly about for a number of years.
As Secretary Christopher said during his own confirmation hearings,
our policy will seek to facilitate peaceful change in China and 
to encourage both economic and political liberalization. This
will be my goal as well.

     I greatly appreciate your kind comments and we will stay
in touch with you and others with respect to U.S.-China relations.
