    During the past several days, Luo Ning and Liu Chengyan 
had visited several cities, including Chicago, Madison of 
Wisconsin, Minneapolis, and contacted with many CSS individuals 
and organizations to listen, exchange ideas and discuss IFCSS' 
related matters. We feel sorry to miss Mr. Li Jinghong's phone 
call to the HQ and are willing to improve the communication means 
to the council chairperson in addition to the electronic mailing 
system. The HQ will establish a series of working codes to 
standarlize the routine operation precedures after the approval 
of personnel by the council.
	
    Please accept our sincere appology if we have caused any 
inconvienence to the respected council chairperson and its
members.

Subj:   Proposal for Promoting the humanitarian aid to the June 4th victims
Date:   August 20, 1994

    The aid to the people who have suffered due to the June Fourth event 
is a major  focus of this term's work of IFCSS.

    One of the major challenges is to explore and establish financial 
resources with long term commitment.  We consider that the adoption plan 
for the June 4th victim families proposed by the Humanitarian Committee 
is a viable plan to achieve this goal.

    We propose that each of the elected IFCSS officer (President, Vice 
President, Council members and Supervisory Committee members) takes up 
the aid to one victim family ($200/year/family) in the family relief 
plan of the Humanitarian Committee.

    The funds shall be collected and sent to the recipient family in 
China through the Humanitarian Committee according to its rules and 
family list.  The goal of this year is to cover 30 family.

    We hope to encourage the participation of the Chinese student and 
scholar community in the fund raising for assisting the June 4th victims 
and families through the leadership and direct involvement of IFCSS 
officers.  

    We are looking forward to the support of all IFCSS officers to this 
project.

Subj:   Release of the list of the delegates to the 6th Annual Convention 
	to CSS public

    In pursuit of the openness of the operation process of IFCSS and the 
accountability of the IFCSS Annual Convention, and safeguarding the 
interests of the constitutents of IFCSS - the Chinese student and scholar 
(CSS) community, the Headquarters is in the process of preparing the 
delegate list and will release the list to the CSS public through E-mail 
network.

    The entries in list of delegates to be released shall include the 
name of delegate, the representing member organization, city, state, the 
name of the president of the organization and the amount of financial 
assistant received from the Convention.

    The Headquarters will submit to the Council proposals for improving 
the process that the qualification of the delegates to IFCSS Annual 
Convention are examined and for establishing mechanisms by which the 
delegate qualification can be scrutinized by the CSS public.

Subj:   Request to release the voting records of the 6th Annual Convention 
	to CSS public

    According to the democratic principle of open operation, this term HQ 
hereby proposes that the voting records for electing the President/Vice
President and the members of SC in the 6th Annual Convention of IFCSS be 
released to the Chinese student and scholars community.

    We consider this as necessary to ensure the openness of the democratic 
process of the elections and the accountability of the IFCSS Annual Conven-
tion to the community it has vowed to represent, for each delegate 
represents his or her own but the member organization which sent him or her 
to the Convention.  

    The publication of the records shall include the name of the delegate, 
the representing organization, city, state, and the candidates that the 
delegate had voted for the president/vice president and for the members 
of SC.

Subj:   Inviting the presidents of local CSSA's as IFCSS President Advisors

    In order to strengthen the relationship between HQ and grassroots 
student organizations, improve the coherence of the IFCSS, creating a 
understanding and cooperative working relationship among CSSA presedents 
and HQ, this term HQ plan to extend invitations to the newly elected CSSA 
presidents of major universities as Advisers to IFCSS President.  Because 
many new elections will be held in September and October, the HQ is not 
able to provide the name list at the present time.  However, the list will 
be made later and sent to the Council for record.

    The invitation will be based on considerations as follows:

(1) There is a large population of Chinese students and scholars on the 
    campus;
(2) The local Chinese student and scholar association is active in IFCSS 
    and community activities;
(3) The candidate has a strong capability in organizing local community 
    activities and in connecting the local activities with the activities 
    on other campuses.

    The positions of the aforementioned Advisers to IFCSS President are 
without financial compensation in principle, and HQ will not have a budget 
for the positions.

    The consultation work will mainly through electronic mail.

Subj:   On the proposed establishment of the Operational Committee of the 
	Council
Date:   August 20, 1994

    The HQ appreciates that Mr. Li Jinghong, the Chairman of the Council, 
informed the HQ the intention of establishing an Operation Committee (OC) 
within the Council.  The proposed function for the OC would be supervising 
the HQ operation on a regular basis.

    After careful consideration, the HQ believe that the idea of establishing 
the OC is not appropriate and would like to bring to your attention of our 
view on the matter.

    First, according to the Bylaws of IFCSS, the Council is the legislative 
body of IFCSS when the Annual Convention is adjourned.  It is against 
IFCSS's constitutional principle to involve the Council directly into the 
administrative operations of the HQ.

    Second, IFCSS has developed certain safeguarding mechanisms in the past 
few years to ensure the execution of the budget and other working plans 
approved by the Annual Convention or the Council.  It is ineffective to 
establish redundant mechanisms and allocate already scare resources of IFCSS 
to such a purpose.

    Third, the members of the Council serve on a voluntary basis.  It is 
difficult and burdensome for them to follow the regular operations of the 
HQ.

    Therefore, we would like to recommend caution before the Council 
setting up this precedent for the Council to be involved into the 
administrative operations of IFCSS.
