Dear friends,
 
E-mail network communication has been one of the most important channel
through which IFCSS is keeping in touch with the community of Chinese
students and scholars (CSS), whom IFCSS has vowed to represent and serve.
                                    
In the past five years, IFCSS Headquarters (HQ) has gradually developed
several forms of e-mail communication, such as the News Releases, the
regular (biweekly or weekly) journals, etc..  They have served to inform
the CSS community about what has been going on in IFCSS HQ.
 
This year, we are going to expand the services, include more reports on the
grassroots activities, and develop a two-way communication channel through
the Electronic Newsletters of IFCSS published by the Press Desk, a newly
established communications group working on improving the Internet
communication among IFCSS members and offices.
 
In these frequently published Newsletters, you will find the familiar 
messages such as news releases and work logs. In addition, there will be 
various columns for dialogues and information sharing.
 
This is a new experiment to better our communications.  I sincerely
thank the group led by Dr. Ding Yungui for volunteering their precious 
time and effort to make this possible.  Please offer your support,
comments, suggestions, feedbacks, and critiques so that we can together
make it a success!

The above appointments were approved (except the Exchange Committee
chairmanship) by the Council on its teleconference ended early morning
yesterday.  In addition, the Council basically approved the overall
working plan of the HQ, the budget of IFCSS for the fiscal year of
1994-1995, and the detailed working proposals of working committees and
projects, with a few exceptions.

Therefore, the working team of IFCSS for this term has been established
and all the members of the team are anxious and ready to start work.
Suggestions and volunteers are more than welcome.  Please send your
message to the HQ or to the working committee and/or project leaders

We have completed processing the applications for reimbursement of travel
expenses to the IFCSS Sixth Congress at Chapel Hill. The names,
reimbursement amounts, and organizational affiliations of participants
eligible for travel subsidies were posted in the IFCSS HQ News Release 6011
on October 6, 1994.   
 
We are here to provide a summary of the reimbursement amounts as
distributed among participants of five categories. Please note that "D"
stands for Delegates with delegate ID; "G" for invited Guests; "L" for Lin,
Changsheng, former IFCSS president who issued checks at Chapel Hill; "R"
for those being blocked to participate in final voting due to not granting
delegate ID; "W" for Working Staff.   
     
           D--$27,067.00
           G--   $543.50  
           L--$16,434.00
           R-- $2,780.00
           W--   $827.00
     
     Total        $47,651.50  
 
Most reimbursement checks were issued between September 13 and 16, 1994,
except those being issued by Lin, Changsheng at Chapel Hill. In addition,
we have kept in our file 10 people who are eligible for subsidies but as of
today have not provided original air tickets requested for processing. The
amount for reimbursing those people will be about $2,000 dollars in total if
average subsidies for them are $200 each.

4. Introduction to IFCSS HQ PressDesk  .................................. 25

The most crucial factor to IFCSS' survival and success is the grassroot
support. To obtain and sustain the grassroot support, we must have a 
stable and open communications channel for the CSS to know what IFCSS
is currently doing and for the HQ to know the current issues in the CSS
community. In the past, the HQ has had the News Release to broadcast the
announcements and report the activities of IFCSS, which is a one-way channel. 
 
To better the communications between IFCSS and its constituency, to make
this communication a two way channel, we at the IFCSS HQ Press Desk 
(PressDesk, for short) are pleased to open this new channel for IFCSS to
better communicate with the CSS community. 
 
The PressDesk consists of a group of volunteers plus HQ staff. The duty of
the Press Desk will include reporting the activities and announcements of
the HQ. In addition, the PressDesk will actively collect questions, issues,
and topics that address IFCSS policies, concern the CSS community and/or
are related to China in general from various email networks and other media
and channel them to the attention of the IFCSS leadership. The PressDesk
will gather, and distribute to the public, the responses of the HQ to these
questions and issues in a timely manner.  
 
It is our hope that such a new scheme will enhance the communications of
IFCSS with its grassroot organizations and help establish strong ties of and
consolidate support from the CSS to IFCSS. As such, IFCSS will better
serve the CSS community.

in Chian.  The conference lasted about six hours.

[ Text of Resolusions Adpoted ]

[CR6009]: Resolution on Clarifying Certain Responsibilities of 
          the President
-------------------------------------------------------------------------
by Liu Xiang / Li Jinghong

Whereas, IFCSS is a non-profit organization with several full time
staffs working in its Headquarters currently located in Washington D.C.;

Whereas, a normal, functional organization has to follow certain
publically accepted office working rules and regulations;

Whereas, the President of IFCSS as the sole executive officer has
the duty of making the HQ operating professionally and responsibly;

Whereas, there have been cases in the past that the president and
the HQ acted in ways and manners irresponsibly and unprofessionally;

Whereas, the Council of IFCSS bears the responsibility and is
empowered by IFCSS Constitution to regulate so that the HQ 
operation be conducted properly and improved over the time;

Be it resolved, the 6th term president of IFCS shall set
specific HQ office working regulations and HQ personnel conduct
ethic standards.  The president shall report on these matters
to the Council email network within 30 days upon the adoption of
this resolution;

Be it further resolved, the president shall report to the
Council in case of the president's own absent from the HQ office
as specified below:

a) for 3 to 5 working days absent from the HQ office and the sole
   purpose is for IFCSS business, the president shall inform the
   Council Chairperson and Secretary at least 2 working days in advance;

b) for 6 to 10 working days absent from the HQ office and the sole
   purpose is for IFCSS business, the president shall report to the
   Council at least 5 working days in advance;

c) for more than 10 working days absent from the HQ office and the sole
   purpose is for IFCSS business, the president shall report to the
   Council at least 10 working days in advance, and shall not start
   the trip without at least half Council members consent.

Failing to do any of the above, the president's absent from HQ office
shall be considered as absent without proper cause and without pay, and
shall be base for Council immediate actions including possible impeachment.

Be it further resolved, that for any absent from the HQ office without
propose cause for more than 5 working days by the president, the Vice
President of IFCSS shall be the Acting President until the Council's
formal action by resolution.  Upon his/her return or re-appearance at
the HQ office, the president shall report to the Council and shall

[CR6010]: Resolution on Requesting Zhou Hongguang's Apology

Based on the " The IFCSS Supervisory Committee's Statement on 
Appeals Related to the IFCSS Financial Inspection, July
18th, 1994" presented by the IFCSS Supervisory Committee 
of the 5th term, the IFCSS 6th term Council hereby resolute that

1. Mr. Zhou Hongguang, the former member of Finance subcommittee
of 5th Council apologize publicly to IFCSS for knowingly 
issuing an unauthorized open letter to the public dated January 8,
1994.

2. the letter of apology be publically distributed to the Chinese
Community Forum (CCF) and other electronic news media wherever the 
open letter was published.

3. this letter of apology by Mr. Zhou Hongguang must be accepted 
by IFCSS Finance Committee and be delivered to public no later
than Nov. 30, 1994.

[CR6011] Resolution on promoting human rights in China

Whereas the IFCSS Council recognize that the purpose of the IFCSS foundation 
includes, to disseminate information and educate the public regarding the demo-
cratic  movement in China, to promote freedom, democracy, the rule of law and  
human rights in China as clearly definined by the IFCSS Bylaw.
 
Whereas the Council greatly concerns that there are continued reports on human
rights violation in China since last June.
 
Whereas the council realizes that there is a scheduled talk between Chinese
Government and United State Government on human rights issue.
 
Be it resolved,
 
The IFCSS should collect all the information on human rights violation 
in China and keep the public informed about this situation regularly.

The IFCSS should closely monitor the devolepment of the talk between the 
Chinese Government and United State Government on human rights issue and 
raise her serious concerns on the issue to both the Chinese and US 
government. In order for the IFCSS's concerns to be well heard, the HQ
shall present the collected information on human rights in China to thee
both sides of the talk.  
 
The IFCSS will cooperate with other organizations to make contribution to
the improvement of human rights in China.

The HQ should keep the council and the public well informed on the progress.
