1. Senate Bill on Welfare Cut Is Scheduled to Move to Floor for a Vote on
                          Monday , August 7th

IFCSS Headquarters was just informed that the Senate is planning to  begin
consideration of a welfare reform proposal on Friday    August   (Today!), 
which will continue working through Saturday, August 5th, and begin voting 
on the dozens of expected amendments on Monday, August 6th. 

Actually in June Senator Packwood welform bill passed in  Senate   Finance 
Committee. The latest development is that Senate Majority  Leader   Robert 
Dole has completed working with Packwood, ending up with a   "Dole Substi-
tute Welfare Reform Bill". This afternoon,   Dole will introduce it to the 
floor and push for a vote in couple of days, which was  confirmed in phone 
conversataion by HQ staff. The details of Dole Bill are not clear yet, but 
it's believed that government sponsored scholarships will   be   affected, 
which is immediately related to the interests of many Chinese students  on 
campuses. 

IFCSS Task Force urges the Chinese students, scholars and   CSS  organiza-
tions, to register our concerns with members of the Senate by making phone 
calls or Fax   between now and Monday. We have learned that Senate offices 
are now keeping logs of the calls they receive. The more calls the  Senate 
offices log in about concerns   with   immigrant-related   provisions, the 
greater the chance we can garner support for better amendments. The  Head-
quarters will list most of the points for your reference while you address 
your concerns to the Senate as following. 

2. Suggested Points for Calling Senators' Offices

1). Treat legal immigrants fairly: Legal immigrants are productive,   tax-
paying, and law abiding residents of the U.S. Study after study has  shown 
that immigrants are net contributors to the tax-base, and that over   time 
their incomes out-pace native-born Americans. 

2). Discriminative   treatment   of  immigrants   divides the society, and 
creates dangerous and destructive divisions in the nation: It's unfair for 
denying permenant residents and naturalized citizens to access to benefits 
simply because they are foreign-born.

solicition of personal "stories" and experience which reflect the     true 
picture: immigrants, including Chinese students and scholars,    have made 
tremendous contributions to this country, and will make more! Shorter   or 
longer, it doesn't matter. Headquarters will compile these documents   and
