doc 7 -- Order of the Meeting The Order of the Meeting (Oct. 5, 1991). 1. Order Discussion. Members will discuss the suggested order of the meeting (final version). Each member shall have one minute to speak in the first round, the order for member's debate shall follow the order of the Council Directory, each member may defer once if it is so requested. If further debate is requested, member may speak for one minute on the first come first serve basis for another round. After debate, the question will be on adoption of the order of the meeting. Order discussion shall be chaired by the Chairman of the Council. 2. Chair. The Council adopted motion that the presiding officer shall exercise the right of debating and voting as same as other Council members. 3. Order of Speakers. The order for member to join the debate shall follow the order of the Council Directory for the first round for one minute, member may request defer once. After the first round, each member may request to speak for one minute, the order for speaker is served on first come basis. 4. Close Rule. The Council shall adopt the close rule, which is only Main Motions and Resolutions proposed before Oct. 4, and seconded will be brought to the attention of the Council in this Meeting. However, Subsidiary Motions, Privileged Motions, and Incidental Motions may be proposed and be brought the attention of the Council. 5. Free Speech. Each Council member may speak for one minute on anything regarding IFCSS. The order for speaker is on first come first serve basis. 6. Hearing 1 (HQ). HQ Operation. i. IFCSS President or Vice-president will be given five minutes to brief to members about HQ operation or any other IFCSS related matter. ii. Each member shall have one minute to ask questions, HQ officials will have one minute to answer each member's questions. 7. Council Committee Report. Council Committee may be given five minutes to report to the Council or to question on that Committee related business. 8. Hearing 2 (WC). Regarding U.S. Congress and Government i. IFCSS Student Affiars Committee Chairman, Mr. Ji Yingquan and Government Affairs Committee Chairman, Mr. Huang Yuangeng shall be given three minutes each to brief members regarding Congress and Government Affairs. ii. Each member may have one minute to ask questions, and one minute answer. 9. Proceding. (Non-member shall not be given time to speak to the merits of the pending question.) Council's legislative activity shall follow the sequence of to debate, to move on non-main motions, ... according to the existing rule.
