** CPA proposal by HQ: NO.

    Even though I used to express my preference on Mr. Jeff Lin while I
talked with Mr. Liu Xiaozhu about ten days ago, I still vote "NO" on it.
It is not a normal procedure for HQ only to initiate such an important
bid and then to ask the Council to vote. (also see my former mail to HQ
in Jan. 18.) To consider the time when HQ announced such a bid, I hate
such a political trick in our IFCSS system!!



** CP5026: I will vote it later.

I'd like to see whether there is an amendment first. If no further
amendment is absorbed, I will vote "NO" on it. I think it is very
inappropreciate in procedure to release the open letter to the public
directly from Finance Committee with no consent of the Council. But to
think about the progress of all disputes from last October, the situation
is not so straightfoward. Meanwhile, such a committee still should
function as to prepare internal decument and to do many homework for the
coming work meeting.


** CP5027: Abstein

I agree with the consent of this resolution. But I prefer to bring it to
the coming work meeting. There are only two more weeks needed to wait for.


** CP5028: NO

The consent of the resolution sounds reasonable and we should ask for
that. But it seems nothing to do with what you intend to effect on. All
the people, in and outside our councils, can set up their private nets if
they like. The name of a net is nothing more than a logo ot token. If
"finance-net" can not be used, we seem no right to prohibite them on
using "ten-ecnanif". So, this resolution seems "good points, but
impracticable".

 Hi, here is my votes on the four resolutions. I will say that the initiation
of all these resolutions seem very reasonable, but when you chew them 
over, it
is just tooooo difficult to simply vote Yea or Nay, this may also cause 
by the
limitation of E-mail meeting. Sorry Chengdong who asked everyone to vote 
yea on
all of these resolutions, I might disappoint you by vote something else. But,
believe me, I take my vote very seriously.

1. CPA proposal by HQ : Abstain
I raise my two hands to support CPA audition. But, we, concil members are not
voting machine. If we vote yea on this, then we need to response for the all
subsequential outcome which make it hard to take since we are not involved in
chosing them from the beginning. I don't think I would like to carry the bag.

2. [cp5026], nay
We all appreciate what the FC member do on auditing IFCSS finance, the only
contradiction is toward the opening letter, the only thing we need to  
stop them is to public internal information directly to the public 
without even notice the concil since their position are signed by concil. 
What happen if this letter is in the name of one concil member in FC but 
not FC as a whole, is that OK for any concil member to release  
confidential information which belong to the IFCSS concilto the public at 
all? I think Wang Jing's amandment should be therefore added. We still 
don't want to dismiss FC just want them to work with a right procedure.

3. [cp5027], nay
Again, need to be discussed more on the wording since it is going to be 
law if we pass it here. I think this issue should be discussed over at 
the coming round table meeting in D.C..

4. Open the "finace-net" Nay
I think the initial thinking of this resolution is the other concil 
member who were not directly heavily involved in the IFCSS finance 
auditing would like to hear more often what is the progross on the 
inspection.  I think all the concil members has the right to ask for 
this,  but, on the other hand, the FC members have the right to choose 
the way to communicate to each other and E-mail is a very ecnomic way to 
do. The remaining problem is actually ask the FC report more often to 
the concil on their progress or their problems. If FC did this before, 
them we might avoid many problems which we encountered now. Then this 
resolution need to be amanded.  FC membes have the right to choose the 
way to communicate with each other. I
think E-mail is a very ecnomic way to do so. I think the intial thinking of
this resolution is the other concil members would like to hear from the FC
members about their progress on the IFCSS

Dear Council Colleauges:

    In the first e-mail meeting, all of our council memebrs have voted on 
the HQ's recommendation on CPA bid, three resolutions (CP5026, CP5027, 
CP5028). And many of us are involved in the debates on many relevant 
issues. 

    After checking all the vote casts again, I'd like to summary the 
results to all of you:

1. HQ's recommendation on CPA bid:    not accepted by the Council
       (Yea  6;  Nay  6;  Abstein  4)

2. CP5026:     rejected
       (Yea  6;  Nay  10;  Abstein 0)

3. CP5027:
       (Yea  8;  Nay  5;  Abstein  3)

    The consent of this resolution is on the amendment of the Council 
Bylaws. I think such an amendment should ONLY be voted at a regular 
meeting according to the IFCSS Council's Bylaws, Article VI; and it needs 
to have two-thirds vote if we follows the Robert Rules of Order (Section 
45). As a result, I think the resolution can not be accepted in this 
emergency meeting. It is my mistake to put this resolution on the floor. 
And I'd like to express my apology to all of you here. Meanwhile, many 
councils voted "Yea", and some others who voted "Nay" or "Abstein" do 
express their willingness for a thorough discussion on it. I like to 
bring it back on the floor in the coming working meeting in DC if Liang 
ER and Chen Dong agree with that.

4. CP5028:     rejected

    Let me annouce here that the e-mail conference of the IFCSS 5th 
Council was adjourned as the schedule.
