The CE shall represent the Board in regard of external affairs. b. The CE shall oversee the general operation of CCF and the recruitment of new editors. c. The CE shall serve as moderator of discussions of the Board and mediator of dispute in the Board. d. The CE may delegate the responsibilities of CCF editing and broadcasting to one or more editors (as EE and EM). e. The CE may delegate his/her duties wholly or partly to one or more editors (as acting CE) in case of a temporary absence. f. The term of CE is one year. II. Candidacy a. All CCF editors on board with reasonable CCF experience, willingness to commit time, and stable access to network are eligible for candidacy. b. CE candidate may be nominated by current CE, fellow editors, or him or herself. d. CE nominee must give consent and platform for CE. c. CE nominee must be confirmed by at least three editors on board. III. Election a. Election of new CE should be conducted when current CE finishes the term, decides to resign, or is impeached. b. CE is elected by the board's majority vote (50% of the board), or plurality vote when simple majority is not formed. c. In case of a tie between the top two candidates, an additional vote of the whole board will be casted, and the CE is elected among the tied two by plurality. IV. Resignation a. CE's resignation shall take effect only after his or her resignation statement is submitted to the board and a new CE is elected or an acting CE is decided. b. In event of vacancy, the Board should appoint an acting CE. Otherwise, the current Executive Moderator (EM) shall become the acting CE. An election of new CE must be followed. Acting CE must not serve beyond a month. c. CE may be impeached by a vote of two thirds of EB. Such a vote must be called by at least one third of the Board.
