Upon request by more than one third of IFCSS member organizations, IFCSS
Acting President LIU Chengyan calls for a Special Convention. The official
announcement was signed by IFCSS Acting President Mr. LIU Chengyan and IFCSS
Secretary Ms. XU Yingyin, on July 2, 1995.

The special convention will be held on July 13th, 1995 from 9:00 a.m. to
5:00 p.m. in 733 15th Street, NW, Suite 440, Washington, DC, according to
Mr. LIU's message.

As requested by the many local CSS organizations, the special convention is
to decide the qualification and the verification of the delegates of annual
convention, review the work of the HQ, Council and the Supervisory Board of
the Federation, and resolve the current crisis of IFCSS, the announcement
says.

"I have tried, in good faith, in the past months, to solve the crisis with
the council of IFCSS," LIU Chengyan says, but "with no avail."

"It is time for the members to decide the future of IFCSS," Liu says.

Police Called in to Remove Intruder from IFCSS HQ Office ................ 35

Two police officers had to be called in to remove an intruding Council
member from the HQ office after midnight, July 1, 1995, IFCSS Acting
President, Mr. LIU Chengyan told CSST reporter.

Mr. LU Wenhe, an IFCSS council member who has been deeply involved in the
crises of IFCSS since the sixth term, forced himself into IFCSS HQ office in
Washington, D.C., on Saturday afternoon, claiming he would be working in the
HQ office from now on.

Mr. LIU Chengyan and other HQ officers tried to persuade Mr. LU Wenhe to
leave the office when it was time for them to go home, but failed. According
to Acting President LIU Chengyan, Mr. LU was told repeatedly that his
occupation of the HQ's working place and interruption of HQ's operation were
improper and illegal, and should be discontinued immediately. Mr. LU
disregarded the warning and had a stand-out with HQ staffs for more than six
hours. Finally, police had to be called in to force Mr. LU to leave.

When he was escorted out by police, LU threatened to come back everyday in
the next two weeks until the Blacksburg meeting would be held.

It is well known that the IFCSS Council is not in harmony with the HQ.
Recently, the dispute around the next Congress has been escalating to a
status that both parties have its own version of the 7th Annual Convention.
Several council members had decided to go ahead with the Blacksburg meeting
(they claimed it as the IFCSS 7da) and announced its own contacting post
mail and E-mail address, although such call received boycott in a great
extent of local CSS organizations. (See other reports in this issue). It is
not clear why Mr. LU launched such a take-over of HQ since all preparation
of the Blacksburg's meeting was conducted without the involvement of HQ
purposely in the last several weeks.

LU's break-in to the HQ office surprises no one among CSS activists, who
still remember LU's massive, rude personal attacks to many people in the
public last year and earlier this year.

Blacksburg Meeting Boycotted, Special Convention On the Way ............. 23

Many local CSS organizations have decided to boycott the Blacksburg meeting,
and called for a true meeting that can represent the wills of CSS in this
country.

At the time of this report, few CSS organizations have registered for the
Blacksburg meeting, according to an insider. The registration deadline for
the Blacksburg meeting has been postponed from July 1 to July 7 due to the
lack of participation from local CSS organizations. Meanwhile, some CCC core
members in the East Coast claim that they could bring 50 voting tickets to
the meeting. Many CSS worry that the meeting would be a show of those people
like Wang Bing Zhang brought in last year in Chapel Hills.

Forty-seven local CSS organizations have issued a joint statement last week
to condemn IFCSS council and SVC's behaviors in the past year. Nearly 60
local delegates have called for a special convention to discuss the current
IFCSS situation. IFCSS leadership has no choice but to respond and organize
such special convention. According to some CSS activists, such special
convention is most likely to void all major official or unofficial decisions
from the Council and SVB, which have caused great damage to the interest of
majority of CSS in this country. The topics may include, but not limit to
such ones as IFCSS' independency, local CSS' right to recall their
representative, etc.

A Beijing Girl's Life Saved Through Internet Help ....................... 32

In April of this year, many CSS read a "seeking help" mail from Beijing
through Internet. A young Beijing University female chemistry student, ZHU
Ling, caught a disease that no doctor in Beijing could figure out the cause.
After she had the disease, Miss ZHU lost all her hair, had a respiratory
failure, and went into coma continuously.

Her friends in Beijing University, for the first time in China, sent a
message to the whole world through Internet on April 10, 1995, calling for
help. Many CSS in this country saw that message, and forwarded it to
different local CSSA nets.

According the a Chinese newspaper Fu Wu Dao Bao, three hours after posting,
replies started to arrive at Beijing University's terminal. In the following
ten days, they received totally more than 1,000 E-mails. Many medical
experts around the world gave their opinion on the symptoms. A medical
doctor in US military pointed out clearly that it looked like Element
Thallium poisoning.

After analysis, the students in Beijing found about 30% of the replies
indicating the possibility of such poisoning. They contacted Xiehe Hospital
immeditely and insisted on a test of such element. After several rounds of
approaches, the patient finally was tested in the Department of Labor's lab
and the poisoning was confirmed.

The girl's disease is under control and shows improvement now. The parents
of the young girl feel so grateful to the friends in Beijing University, as
well as to Internet.

Chinese newspapers introduce Internet to their readers when they reported
the above news. They also pointed out that the application of Internet
"leaves us a thoughtful question".

Local CSS Organization Call for Special Convention to Save IFCSS ........ 23

Disappointed by IFCSS's recent inner fight, disgusted by IFCSS Council's
recent showoff over LEE Teng-hui's visit to Cornell, Concerned over the
future of the IFCSS, with a sense of historical responsibility, some 50 CSS
organizations nationwide jointly issued a statement calling for a special
IFCSS convention to resolve IFCSS current crisis and to rectify IFCSS's
independent mission to serve the CSS. In their statement, they emphasized
that the local CSS is the real boss of IFCSS.

The statement strongly criticized the IFCSS Council and SVC for their
destructive actions leading to the current crisis of IFCSS. It underscores
that those who currently control the IFCSS Council and SVC are just
interested in the name of IFCSS instead of the will of tens of thousands of
CSS. By implying the showoff by IFCSS Council and some IFCSS officials over
the visit of LEE Teng-hui, the statement accused "those who control IFCSS
Council and SVC" abused the name of IFCSS in order to win the "support from
outside political power".

The statement demands the return of IFCSS to CSS. By calling for an IFCSS
special convention, these local CSS organizations urge all the local CSS
organizations take immediate action to save IFCSS, to deprive those who
control IFCSS to serve outside political power and to propose fundamental
reform of IFCSS to make it truly of CSS.

The Illegality  of The Current IFCSS "Council" .......................... 55

Some people in the IFCSS "council" are calling for a seventh congress of
IFCSS. they are in hurry. Power hungry!

Not yet!

The current "council" is NOT a legal one. Without a proper procedure to
legalize this "council", any congress held by the "council" is illegal, and
any "resolutions" are not acceptable.

A special emergency convention held by the delegates of sixth congress of
IFCSS is necessary now. It is necessary to have this meeting to debug!

I would like to remind you of that, "IFCSS" means "Independent Federation of
Chinese Students and Scholars in USA". Anyone, who speaks in the name of
IFCSS, speaks in the names of Chinese Students and Scholars in USA.

There are a lot of bugs existing in this company--IFCSS that exploits our
names. As one of the ordinary CSS, I would like to point out the following
serious problems within this company's "council" to you, the CSS community.

1, Some "Council" members were removed by the delegates of the sixth
congress of IFCSS of their respective regions. Among them, who were removed
by the delegates of their regions, are Mr. LI Jinghong and Mr. QI Jusheng.
These people can no longer represent anyone but just themselves. However,
they still speak and vote in the current "council". The "resolutions" made
by this "council" are no longer acceptable to the participating schools and
organizations. So this "council" already lost its legality.

2, Some "Council" members including Mr. LI Jinghong used fake status to
attend the sixth congress of IFCSS and to cheat for a position in the
"council". This problem remains unsolved. Now the "council" with this kind
of members is setting "qualification rules" for seventh congress of IFCSS to
verify the qualification of delegates of "seventh congress" of IFCSS. This
is really funny. How can this unqualified and ill-behaved "council" have the
right to verify us?

Combining the above two points, this "council" is a fake one.

3, In the fake "resolution CR6047", it clearly signals that this "council"
is NOT independent. A certain group in IFCSS receives subsidies from an
island according to their performance in controlling IFCSS. How can this
unindependent "council" lead an "independent" company that makes full use of
our names?

The current "council" is a fake one and is not independent. What those
student politicians and professional politicians really want is to grab as
much interest as possible for themselves by telling people that they are
representing us--CSS in USA. Inside the company, they try whatever they can
with their ally SVB to suppress the different opinions and to block the
actions that might hurt their purpose--grabbing interest for themselves.

I call on all the delegates of the sixth congress of IFCSS to hold an
emergency convention to dump this "council" and to restore the principles of
this company that were set at its birth.

We have witnessed the IFCSS facing its live or death crisis: two separated
IFCSS 7da will be held in the month of July if all the announcements from
IFCSS HQ and Council are materialized. However, the deadly crisis facing the
IFCSS is not the 7da, it is the irrelavant of this organization to local CSS
that is going to push it into the junkyard of history. Looking backward to
the development of this IFCSS irrelavancy, it is clear to see that the
current IFCSS Council and SVC hold all share of the responsibility to this
irrevalency. By arbitrarily suppressing the local CSS's voice, the Council
and SVC lead the IFCSS into deadend.

In a so-called democratic organization, it is said that the ordinary CSS are
the true boss of the IFCSS. However, over the year, IFCSS has feeded a group
of IFCSS bureaucrats, who by using the names of serving the IFCSS, pursue
their own political agenda. Consequently, the only thing they care is
whether an action will benefit their political life, instead of whether it
will benefit the CSS or reflect the will of CSS. The most first outrageous
suppresion of CSS voice was several months ago, when local CSS delegates
from Mid-West, Pacific and Southeast regions, being disgusted by the group
politics of some of IFCSS officials, recalled their regional council
members. However, this strong signal was ignored by both the IFCSS Council
and SVC. The Council has never asked the recalled council members to leave,
neither has it allowed the newly elected council members from those three
regions to participate in any of the council's meeting. It was said that SVC
held to responsibility to resolve the IFCSS internal conflict, however, this
SVC has never directly face those regional delegates for the matter, they
declared the nullility of the regional council members recallings. This
rapes of the local CSS voice manifests that in IFCSS Council and SVC, there
is no a word like "CSS", there is only words such as "group politics". This
incidence reveals to CSS that IFCSS Council and SVC are following the CCP
dirty politics---CCP way of democracy. Gosh! We are all very familiar with
the democracy under CCP.

When the situation in IFCSS is deteriorating, a group of local CSS
organization stand out trying to save the IFCSS, to defend their interest.
They planed to organization a special IFCSS convention to rectify the
direction of IFCSS. However, this trustful action has also been denied by
the IFCSS Council. In a newly issued Council statement, the IFCSS Council
try to deny the special convention. The reason, very much the same as it was
stated by SVC--only the Council can organize a special convention. That
means, if we Council decide not to organize a special convention, not matter
how many local CSS want, you just can not do it. This kind of suppresion
only reflects the fact that IFCSS Council doesn't represent that majority of
CSS

The spirit of democracy is by the people, of the people and for the people.
Being a so-called democratic organization as IFCSS, it should uphold this
spirit. Otherwise, what is the different between it and a tyranny-like
organization. However, from what we have seen, the IFCSS Council and SVC are
truly by some people, of some people and for some people.

It has been noticed that some people from the IFCSS Council is organizing a
so-called "IFCSS 7da" in Blacksburg, Virginia. It has also been noticed that
IFCSS HQ is also going to organize an "IFCSS 7da" in Chicago. I am not going
to discuss who have more legal power to organize an IFCSS convention
according to what kind of by-laws. Besides, by-laws in IFCSS have long been
abused by those IFCSS bureaucrats for the benefit of their ulterior
motivation. I am here to tell you that if you don't want to be used, please
don't go to the "IFCSS 7da" organized by IFCSS Council in Blacksburg,
Virginia.

It has been great advantage for some of IFCSS bureaucrats to use the name of
IFCSS for their own political benefit. Although IFCSS by-laws state that
only IFCSS President is the sole representation of the organization,
however, in the past year, we have witnessed that some people in IFCSS have
been using the name of IFCSS for the benefit of their group interest. We
have witnessed that some people other than IFCSS President went to attend
KMT's party to represent IFCSS; We have witnessed that some people in the
name of IFCSS, participates in activities promoted by other organization.
The most blatant abuse of IFCSS was related to the event of LEE Teng-hui's
visit, some people from the IFCSS Council told World Journal, again in the
name of IFCSS, that IFCSS would not take any stand on the "One China"
policy. All of these have never got prior consent from the IFCSS President.

Why are some people in IFCSS so keen in using the name of IFCSS? Well, it is
a great fantasy for some people to dream that IFCSS represents tens of
thousand of CSS in this country. By using the name of IFCSS, they create an
impression that all these tens of thousand of CSS are behind--this
definitely will add lot of weight in their bargain for their political
benefit. Just like, during LEE Teng-hui's visit to Cornell, one individual
IFCSS official chanting the slogan "Mainland Chinese Welcome LEE Teng-hui to
Visit Cornell"--Even though it was only himself among Mainland CSS in
Cornell who came to publicly welcome LTH's visit, by claiming the
"Mainland Chinese", he was hoping to achieve the same effect.

Those IFCSS officials who have constantly abused the name of IFCSS have no
interest at all to represent the CSS, to voice out the concern of CSS. They
have no interest to comply with the will of CSS. What they are interested in
are only the name of IFCSS, the name of its allegely representing tens of
thousands of CSS in this nation. Once they got elected, they try all kind of
ways to evade the supervision of CSS. And in fact, over the past years, they
have successfully evaded all kind of supervision from the CSS. When the
local delegates initiated a recall for their regional council members, they
said, local CSS have not right to do it, according to by-laws, it was the
SVC's duty to organize the recalling, but we in SVC wouldn't plan to
initiate the recall. When the local CSS initiated a special convention to
save the IFCSS, they said that local CSS have not right to organize a
special convention, it is the the duty of Council to initiate the special
convention, but we in Council wouldn't plan to initiate the special
convention. See, all the by-laws and IFCSS constitutions have been abused by
those people to evade the supervision of the IFCSS's ultimate boss-the local
CSS.

In fact, in most of the time, when local CSS voice an concern, they just
merely ignore--never bothering to look into the matter, to listen to local
CSS. When about tens of CSS organization from southern California issued a
statement denouncing the Council's no stand on "One China" policy, the
Council just blatantly ignored, without positively responding the the
calling from the said organization in Southern California.

If a so-called "IFCSS 7da"in Blacksburg, Virginia, organized by this kind of
people in Council, whose only interest is to use the name of IFCSS, are you
going to attend its "7da" ? IFCSS is your organization, you have your right
to decide to participate an organization that can truly represent your
interest, listen to your concerns, comply with the supervision from you-the
true boss of IFCSS.

I have been watching the dispute between council and HQ and feel very angry
about the behavior of Jinghong Li et al. I have some questions about IFCSS.

1, Who is the boss of IFCSS? Does the president need to consult with council
before he makes any decision? 2, How can we oust Jinghong Li and Wenhe Lu? I
think they have been recalled. But they are still powerful. 3, I am very
concerned about the future of IFCSS. If IFCSS can not represent us, Why do
we need it?

Would you please post my questions in the network so our Chinese community
can have a discussion about them.
