The pending immigration bill H. R. 1915 is threatening all legal immigrants
who choose to stay in this country. According to a message released by Jan
Pederson, Attorney of American Immigration Lawyers Association (See related
story in this column), this bill will make the employment immigration much
more difficult. It will put extra restriction on the employer who support
H1B employees and it will eliminate many preferences that are in favor of
skillful professionals.

According to Lamar Smith, initiator of this bill, HR1915 "will put the
interests of American workers and taxpayers first". He further contended
that under this bill, American would continue to be the most generous nation
in the world regarding the issue of accepting immigrants.

However, even a careless reader will still realize that this bill is
actually a reflection of the continuation of the antiimmigration sentiment
by certain portion of the population. This sentiment blames legal
immigration for various social problems. In fact, this sentiment doesn't end
with the legal immigration, it will eventually target to the minority in
this country. Should this kind of bills be passed into law, all of us will
eventually suffer, no matter whether you are F1 holder, H1 holder or green
card holder.

When we look back, we will see that this is not a single incidence regarding
the issue of immigrant. Less than half a year ago, we had the Prop 187
passed in California. Today we have the H.R. 1915 deliberating in the
Capitol Hill. What will it be tomorrow?

 As the Chinese community is marking the one year anniversary of the CBS
Incident which triggered a protest movement in the world against the
misrepresentation of ethnic Chinese by CBS, Association for Chinese
Community Affairs (ACCA) is formally established. The new organization is
based on the former CBS Incident Committee which has successfully led and
coordinated the efforts on the part of Chinese nationals worldwide to
challenge the untruthful allegation and made CBS retract its original
report. The formation of ACCS is to answer a call from tens of thousands of
ethnic Chinese, new immigrants, visiting students and scholars in
particular, to have an organization which will address the concerns of
immigration, civil rights, community affairs and general well-being of
ethnic Chinese.

ACCA welcomes every ethnic Chinese, regardless of his/her political and
religious beliefs, to become a member or participate its activities. Mi Mi

Dear Congressman XXX:

We are writing you to express our grave concern over the House bill H.R.
1915. We understand that this bill, if enacted, will effect a number of
radical changes to this country's immigration policy, including a drastic
cut on the number of aliens of extraordinary and exceptional ability, such
as outstanding scientists, experienced professionals and skilled workers, to
be granted permanent residency.

While immigration does pose some real challenges that must be addressed, we
believe that the changes proposed in H. R. 1915 work against the fundamental
interests of this country, whose current status as the world's only
superpower is integrally associated with the work of the immigrants. We must
not forget that it is with the minds of the world's best and brightest that
this country has become the richest and the most powerful in the world. From
Albert Einstein to the engineers in Silicon Valley to the Asian investors,
immigrants have combined their knowledge and experience with those of
Native-born Americans to build this country into a diverse and yet
harmonious society, one that serves as a shining example of compassion and
prosperity for other countries. It is hard to imagine what kind of USA we
would have today, or indeed whether there would have been a USA at all,
without the immigrants. Likewise, we cannot imagine how this country will
benefit by cutting back on its intake of immigrants who can make the most
contributions. These people are, after all, not to blame for whatever social
and economic problems that this country might have today.

As many employers are now indicating, the cutbacks proposed in the H. R.
1915, if implemented, will seriously threaten their technological
advantages, as the skilled labour they need the most could be compelled to
work for their competitors elsewhere in the world. By denying opportunities
to those people of extraordinary abilities, who deserve opportunities, this
country will probably start to become less of a land of opportunities than
Americans have come to expect. In the end, Americans and the aspiring
immigrants will both have to fall victim to such a policy. Besides, the
proposed changes will do nothing to help maintain America's international
image as a tolerant and compassionate country.

In view of the tremendous negative impact such changes will have on this
country, we urge you, in the strongest terms, to vote against this bill.

A special convention for IFCSS was held on July 13, 1995, at Georgia
Washington University, Washington, D.C. The special convention was called by
IFCSS acting president, Mr. Liu Chengyan, on July 2, 1995, upon the request
of 57 IFCSS members. (See related stories on this columns, also some of the
resolutions passed by Special Convention in this column)

On July 13th, there were 30 members attending the special convention and
there were 66 member organizations giving their proxies to the participants.
The total legal IFCSS members at the meeting were 96 and it is over 1/2 of
the total number of organizations attending the 6th convention of IFCSS last
year.

The special convention was held in three sessions. Participants arrived at
the meeting hall on George Washington University campus in the morning. They
spent some time to study the handouts and resolution drafts and introduced
themselves to each other before the meeting formally began at noon.

Mr. XUE Haipei, former IFCSS HQ secretary, opened and chaired the first
session. After a brief introduction, he invited Mr. KANG Hua, one of the
initiators of this special convention from University of New York at Buffalo
to give a speech. Mr. KANG emphasized in his speech that it is necessary and
important to have this special convention.

Acting president Mr. LIU Chengyan then reported his work as the IFCSS vice
president and acting president. Mr. YANG Jie, IFCSS HQ office manager,
briefed the conference attendees about what have been happening in the HQ
recent days. While the special convention was held, the IFCSS HQ was
occupied by Mr. CHEN Dong, former Council member from University of
Maryland, entrusted by Mr. LU Wenhe, current council member.

In the second session, chaired by former Council chair, Mr. DING Yungui, the
work of IFCSS in the past year, including the dispute among the HQ, Council,
and SB was reviewed. Resolutions were passed to reaffirm IFCSS'
independency, to uphold the recall of former council members, and to remove
Mr. LUO Li-Shi from the IFCSS SB. The convention reiterated that due to the
improriety and illegitimacy of the last two Council meetings, the annual
conference held in Blacksburg under the name of IFCSS is invalid and void.

Mr. HU Sen, the first term IFCSS council chair, presided the last session of
the special convention. The delegates further discussed the current
situation IFCSS is facing and possible future of this troubled organization.
A Resolution was passed to suspend the functions of current Council and
Supervisory Board and form an interim Transition Board to directly supervise
the operations of IFCSS HQ.

Mr. LUO Ning, former IFCSS president who stepped down earlier in May
attended the convention and actively participated in the discussions.

Ms. LU Shuping, current council member, Mr. QI Bing, former Council member,
and Mr. CHEN Xi from U of New York at Buffallo served as secretary of the
meeting sessions.

The convention concluded at about 8pm. The convention was proceeded in a
calm, sincere, and orderly manner. Due to time limit and lack of a quorum
when the conference dragged into the evening, several motions proposed by
delegates were not able to pass.

 I was elected as IFCSS Vice President in 6th IFCSS convention. I came to
D.C. at the beginning of April to work at IFCSS HQ. I was hoping to resolve
some of the disputes within IFCSS at the very beginning. Yet Shao Qing, Liu
Xiang transition team didn't give up their right of signing checks after I
came to work at HQ. Almost all accounts of IFCSS were closed and the rents
of office, the salary and the due payments to local CSSA activities were
unable to be paid. I had tried to promote health insurance. Because the
changing of insurance company it needs much more work than before.

 Recently there were much disputes about 7th convention. The focus is the
qualification of membership. At 6th convention there were very serious
problem because Wang Bingzhang et al mobilized nearly 100 people to attend
the convention just by showing 10 telephone numbers to become a voting
delegate. This year it is hoped that this problem could be resolved by a
good procedure to check qualification for the membership. However the
Council insisted on the standard to just have 10 telephone numbers. I have
driven to Connectict with Shao Qing to discuss this with another Council
member Lu Wenhe. We had also discussed about the site and the date of
convention. We had contacted with Tennesse, Florida and Chicago. Univ. of
Chicago had agreed to reserve rooms for convention and the cost of holding
convention at Chicago is quite low, much lower than the site Council
suggested Blacksburg, VA. We discussed those for several hours and it was
quite promising to reach something. However when I came back Lu Wenhe went
back and forth several times. He firmly against the site at Chicago and he
refused to delay 7th convention. Weeks ago SUNY Buffalo CSSA and 56 other
IFCSS members called for a special convention to discuss qualification and
verification of the convention. All efforts to try to hold the special
convention and the annual convention together, as I described above, were
not succeeded. I wish the special convention to be a success.

IFCSS HQ General Manager's Report On the Incidence of HQ Being Taken .... 15

 Since 6th convention there have been a great deal of dramatic events within
IFCSS. Here is another one.

 Yesterday (July 12), I came to IFCSS HQ and found LU Wenhe, CHEN Dong, John
Mitchel were there. They said to me that LIU Chengyan was impeached and
asked me to leave IFCSS HQ within one hour. I was forced to leave later.
There were lots of papers about special convention, including registration
form, voting cards, etc left there. We then called police later to open the
door late at night. It was found Chen Dong was there. Chen showed Council's
paper to police. Police considered it an internal disputes and left. About
ten days ago Lu Wenhe tried to occupy the office and police let him go.

 Since Feb., 1995, IFCSS has undergone serious crisises. The external
political forces were getting involved. The nature of IFCSS grass roots were
almost completely lost. Some people used the name of Chinese Students and
Scholars arbitrarily. For example, the resolution by the Council on Lee
Tenghui's visit invaded CSS's rights rudely. We want to make some efforts to
change. We believe that there is no future to ignore CSS's will, in
particular in a rude manner.

 We are trying to return IFCSS to the grassroots, to CSS. To do so there
have to be a serious change within IFCSS. We call the special convention
about the following.

 . Before consulting with local CSS's conformation IFCSS should not use the
name of CSS, in particular for political statements.

 . Clarify qualification of IFCSS membership under IFCSS bylaw, suggest to
set up Delegates Credential Committee to verify delegates' qualification.

 . Every year IFCSS spend lots of time and money for IFCSS convention, it's
really a big cost. We suggest IFCSS to use email as a form for convention.

 We believe it is good to voice our concern to reflect CSS's will.

 That IFCSS takes the position to support "One China" policy and reunification 
of China and against actions otherwise;

 That IFCSS denounces LI Jinghong's statement concerning Mr. Lee Tenghui's US

within IFCSS;

 Whereas Arent Fox as an external law firm interfered with IFCSS's internal
business;

 Resolved that IFCSS:

 1. Recognise the recalls of Council members in Pacific, Midwest and
Southeast region of Mr. LI Jinghong, Ms. ZHONG Ling, Mr. TAO Ye and Mr. QI J
usheng and recognize the alternating Council members: Mr. LI Xing, Mr. ZHANG
Feng, Mr. YU Weiping and Mr. ZHOU Hongguang. Hence after the resolutions
after March 15, 1995 are invalid.

 2. Remove Mr. LUO Lishi as SVC member.

 3. Reiterate the termination of Arent Fox's role as IFCSS legal Counsel.
