The programs

are filters converting from Big5, GB to UTF-8 and UTF-7, and back again,
and also between the two UTFs.

UTF-7 is a proposed mail-safe encoding of Unicode/ISO-10646 UCS-2.
It is described in

	ftp://ds.internic.net/rfc/rfc1642.txt

and many other mirrors of RFCs.

UTF-8 is a file-system-safe encoding of Unicode/ISO-10646 that is likely
to be used under Unix.  It is described in

	ftp://unicode.org/pub/Programs/ConvertUTF/

These programs are prototypes: in later versions private versions of Big5
and GB will be supported.
