This O.K. if you live in a true democracy with genuine free enterprise market like 
the US.  This solution doesn't work, however, when you live in a quasi-democratic 
country, with a government controlled market like Canada.  Canadian governments, 
federal and provincial, continually try to legislate intelligence by passing 
idiotic safety laws that just annoy everyone and marginally accomplish what is 
intended.  You simply can't buy a new car in Canada anymore that doesn't have DRLs. 
If you import a new car, you are required to have DRLs installed as part of the 
safety inspection prior to licensing the vehicle.  So they have you coming and 
going.

Yes sunshine is usually enough.  I, personally, like to travel on highways with my 
headlights on to increase the chance of visibility, particularly on two lane 
highways.  This, I believe, should be my choice.  I have yet to see conclusive 
evidence that DRLs have lowered the accident rate.
