Actually, roads are heavily subsidized from the general funds (various
statistics posted for various states in rec.bicycles.soc within the last
couple weeks if you need to verify), therefore car owners are *not* paying
for the upkeep of the roads.
I personally don't think bicycles should have "extra" rights. However, I
personally believe bicycles are not, in reality, granted the rights they
legally should have.
