It means it's OK for you to use any reasonable method of transportation
on the roads. That include bicycling and even walking if no sidewalk
exists. It is not legal to intentionally block traffic, but if for some
reason you were limited to 1MPH, you would still have a right to travel and
hence a right to use the road.
