Wish you a very very happy pongal.  
 
I am a native of Tanjore and i just provide some information on how we 
celebrate Boghi, Pongal and Kanupodi at our house.
 
BEFORE PONGAL BROTHER's SEND MONEY ORDER TO THEIR SISTER's WHO RESIDES AWAY 
FROM THEIR HOUSE.  IF THEIR SISTER's RESIDE NEAR TO THEM - ON THE DAY OF BOGHI 
they will visit their houses with pongal seer (every year) (vetrilai pakku, 
karumbu, vazhaipazham, manjal kothu, etc. with some amount according to their 
convenient)
 
On bhogi day - we clean the house and keep aside unwanted things to be given 
out if anyone needs the same.  Apart from regular sappadu, we prepare Paruppu 
Boli - Venpongal - and Sweet Pongal with vadai - thirukkannanamuthu - appalam.  
After thiruvaradhanam all family members eat together.
 
On Pongal:  Preparation of Pongal Panai - 1.  basically pongal shall be 
prepared in a full pot that is if we require small amount of pongal the vengala 
panai shall be to that extent.  (i.e. 1/4, 1/2, 3/4 or 1 padi panai according 
to our need).  Wash the panai well.  It has to be decorated with Thiruman 
Kaappu, Manjal Kothu, Banana and Karumbu.  Keep the panai on the gas stove (the 
stove mela kolam podanum) water + milk 50% of each - add some yeLam Thengai 
Thuruval and light the stove.  arisiai alambi vadiya vidavum.  konjam yeLam 
thengai thuruvi vaithukoLLavum.  Pall pongi varumbothu "Pongalo Pongal" endru 
koovi - perumalai sevithu vittu - nalam anaithum ponganum endru vendikkondu, 
agnikku athma samarpanamaga arisiyai samarpithu ... panaiyil idavendum.   arisi 
nangu kuzhaindhadhum - thevaiyana aLavu vellam serthu ... konjam Nei serthu 
irugum varai kiLaravum ... padham aanavudan - medaiyil kolam pottu ... adhan 
mel irakki vaithu ... pongaling meley Banana and Thulasi samarpithu matra
 items udan perumaLukku Thaligai samarppikkanum.
 
Pongal andraikku , sweet pongaludan  Vaazhaikkai kariyamudhu, anaithu kaai 
kariGal serthu Aviyal, saatramudhu,  thayir saatham thaan menu.  Andraikku masa 
pirappu tharpanam aanathal appalam, vadai (Choi endru sabtham ketkum 
palagarangaL seivathillai) kidaiyathu.  Iravu palagaram - idly or upma.
 
Maru naaL kannupodi:  Pengal Piranthagathukku poi kannupodi vaikka vendum 
(uLLuril irundhal)  illavidil avar avargal irukkum idathil - udan pirantha 
sagotharanin nalam vendi kannupidi vaikka vendum.  avaravar veettil 
Puliyodharai, sakkarai pongal, kanu saatham, venpongal, thayir saatham, 
appalam, vadai, Pidi Karunai Kootu, Poosanikkai ThaLara Kuzhambu seithu pengal 
mudhalil saappitta pinbu - aanGal saappida vendum.  Periyavargalidam aasi 
vaanga vendum.
 
Veettu pirantha pengalukku - aangaL thangaLal iyandra gifts - cash or kind 
tharavendum.  
 
Andru iravu - maadu vaithiruppavargaL - maatuukku thaniyaga pongal vaithu 
poojai seithu - padaikka vendum
 
Maru Nall - mattu pongal... mandhaikku maattai alangarithu azhaithu sendru 
podhu poojai seithu - adhai magizhvithu veettukku azhaithu vara vendum.  
 
Pongal pandigai indidhey mudinthu - inbam anaithum vazhanga vaazhthukiren.

What's the exact procedure to keep ponga pannai,?
To make it clear,

like some people say you should not wash rice on
that day, also you should add milk in rice, 
"thiruman" around ponga pannai, etc.?
