Dear Swamin(i)s, >>Prahlada was reborn as vibishana and again as Akrura inspite of the Lord appearing as Narasimha.-a typical case when prarabda karma is not totally erased by The Lord<< As per the Bhagavadgita, three main paths (Karma, jn~Ana, and bhakti) requiring efforts and one effortless path (sharaNAgati) are indicated for liberation. All these paths, with the exception of shraNAgati, may not be able to be accomplished in one life. That is why, our achAryas advice everyone (who are relatively more advanced as well as the lowest strata person and gravest sinners)to perform sharanAgati, as it is the surest way. However,if one does not do SharaNAgati and prefer other paths, there is no loss in the effort. Even a little goes a long away, though not all the way (swalpam apyasya dharmasya trAyatE mahatO bhayAt). There is still another issue stated by the Lord in Gita, namely, time of departure. Among the realized (Brahmavids), those departing during UttarayaNa six months are not born again (some people wrongly confuse that those who depart in uttarAyaNa are libertaed.Obviously, this is their wishful thinking!) The Brahmavids(knower of Brahman) departing during dakshinAyana months are born again. This may seem like the Lord is discriminating between the Brahmavids, based on when they depart. However, this is the way Lord assures that there will be Brahmavids amongst us all the time to guide the rest. Prahlada appearing as VibhiSHaNa may be one such example of recycling Brahmavids.
