While I don't know
the answer that the siddhantha offers, here is what I think on this
topic.
The "patram pushpam
phalam...." verse in Bhagavadgita connotes generalised take on patram - i.e.,
any leaves can be offered to him with bhakti shall be received by him.
Lord Narayana is all inclusive and pervades everywhere. "matta parataram
nanyatkinchindasti...." verse in Bhagavadgita illustrates that he is the
primordial chief. Thus it is he who creates everything - be it bilvam or
Shiva himself have their source as Narayana.
What I heard is
Bilvam is to be offered to Narayana. I notice that Lakshmi sukta also has
a verse -- aaditya varney tapasodhijaato vanaspatihi tava vrukshodha
bilvaha. tasya phalaani tapasaanudatu
mayaantaraascha baahyaa alakshmeehi" connoting that Lakshmi originated
bilwa tree and who eats its fruit (bilwa fruit) will be freed from alakshmi
(misfortunes). Since it is Lakshmi who is associated with Bilwa it
is all the more pleasant to Narayana as well(can we apply kaimutya nyaya
here?).
