Crossover: North Carolina lawmakers have stepped up the pace at the General Assembly this week, weeding out scores of bills for consideration this session. Those that pass neither the House nor the Senate this week will be set aside until the start of the next two-year session in 2007. Among those bills is one calling for a two-year moratorium on executions in order to study the application of the death penalty. Host Frank Stasio talks with WUNC capitol reporter Laura Leslie about the myriad bills crossing legislators’ desks this week, and he speaks with Frank Zimring, professor of law at the University of California at Berkeley and author of “The Contradictions of American Capital Punishment,” (Oxford University Press 2003).
