Citizen Legislature

The notion of a citizen legislature is the bedrock of North Carolina’s General Assembly. But is the job of lawmaker accessible to the average citizen? With longer sessions and only part-time pay, some say the job of legislator is limited only to the upper class who can afford to live far from home for more than half the year.
