Prison Overcrowding

North Carolina has opened three 1,000-bed, maximum-security prisons since 2003, at a cost of roughly $400 million. Then why are our state prisons still overcrowded? Tougher sentences for violent and repeat offenders is one reason, but are the more strict sentencing guidelines lowering crime rates?
