ἐλάμβανε is the imperfect active indicative 3rd singular form, not an infinitive. And yes, past tense. As for the meaning and a "literal" rendering, the translation you supplied seems like a good one and "completion" rather than "end" seems best.

There is some useful bibliography in The Fathers of the Church by Hubertus Drobner (Hendrickson, 2007) and Early Christian Greek and Latin Literature: A Literary History by Moreschini and Norelli (Hendrickson, 2005, 2 volumes).
