There's an ellipsis here by which ἀγαπήσεις τὸν πλησίον σου ὡς σεαυτόν means: ἀγαπήσεις τὸν πλησίον σου ὡς [ἀγαπᾷς] σεαυτόν. Love your neighbor as [you love] yourself.
