Yes, I think so. He is speaking to them, telling them that they are "the little flock". But I think also suspect that he is identifying them as "the" little flock, not just one of many little flocks. Do you think I am over-thinking this here?

Ugh, it’s so easy to over-think it, but it looks like it could be an instance of the ‘par excellence’ use of the article.
