20th Chief of Naval Operations, 1 July 1974 - 30 June 1978

James Lemuel Holloway, III, was born in Charleston, South Carolina on 23 February 1922, the son of then-Lieutenant (Junior Grade) James L. Holloway, Jr. He was appointed to the U.S. Naval Academy in 1939 as a member of the Class of 1943. Following early graduation in June 1942, he initially served in destroyers. As gunnery officer of USS Bennion (DD-662) during the October 1944 Battle of Surigao Strait, Lieutenant Holloway had a "front row seat" as the Japanese battleship Yamashiro was sunk by torpedoes and gunfire.

Sent to flight training in November 1944, Holloway was designated a Naval Aviator in January 1946 and spent the rest of the decade as a bomber pilot on the carrier Kearsarge and in aviation training assignments. During and after the Korean War Lieutenant Commander Holloway flew jet fighters from the carriers Valley Forge and Boxer, serving as Fighter Squadron 52's executive officer in the latter ship. After mid-1950s service at the Naval Aviation Ordnance Test Station at Chincoteague, Virginia, and promotion to Commander in 1955, he became commanding officer of Attack Squadron 83. In 1958, flying from the carrier Essex, his squadron participated in the Lebanon and Quemoy-Matsu crises. In 1959-1965 Holloway was an aide to the Deputy Chief of Naval Operations (Air), attained the rank of Captain, attended the National War College, served as commanding officer of the seaplane tender Salisbury Sound, received nuclear propulsion training and was Assistant to the Director of Navy Program Planning in the Office of the Chief of Naval Operations. Captain Holloway commanded the nuclear-powered aircraft carrier Enterprise in 1965-1967, during which time she made two combat cruises off Vietnam.

Promoted to Rear Admiral, Holloway was assigned to Washington, D.C., for the next four years as Program Coordinator of the Nuclear Attack Carrier Program and Director, Strike Warfare. He was Commander, Carrier Division Six, based on the big carrier Saratoga, during the fall 1970 Jordanian crisis. As a Vice Admiral he was Deputy Commander in Chief, Atlantic, and Atlantic Fleet, then served as Commander, Seventh Fleet in 1972-1973, a period that saw his ships engage in intense combat operations against North Vietnamese forces. Admiral Holloway was Vice Chief of Naval Operations from September 1973 and, in mid-1974, became Chief of Naval Operations. His four years in this post were marked by the transition from the divisive Vietnam War era into a time of particularly intense naval competition with the Soviet Union.

After leaving active duty in mid-1978, Admiral Holloway remained closely involved with maritime and military affairs. Among his many "post-retirement" official assignments were investigating the unsuccessful effort to rescue American hostages in Iran, anti-terrorism work and chairing the Naval Academy's Academic Advisory Board. His contributions to the historical community include long service as President and Chairman of the Naval Historical Foundation.
