James F. Richardson was active as a volunteer officer on the Western Rivers during much of the Civil War. He was Commanding Officer of the ordnance supply steamer USS Judge Torrance from at least September 1862 until the middle of the following year. In August 1863, he was in charge of salvaging the sunken ironclad USS Cincinnati and was praised for his "zeal" in this work by the Mississippi Squadron Commander, Rear Admiral David Dixon Porter. He next commanded the ram gunboat USS General Price. Acting Volunteer Lieutenant Richardson resigned from the service on 31 May 1864.
