Callao, an 8226 gross ton freighter, was built at Stettin, Germany, in 1913-1914 as the S.S. Sierra Cordoba. She was chartered from the Peruvian Government by the U.S. Shipping Board and turned over to the Navy in April 1919 for use as a troop transport. Placed in commission at that time as USS Callao (ID # 4036), she carried World War I veterans and other personnel back to the U.S. from France, making two voyages for this purpose from late June to early September 1919. USS Callao was decommissioned later in September and returned to the Shipping Board. She was later renamed Ruth Alexander while in commercial service.
