Niagara III, a 27 gross ton (81-foot) steam yacht, was built in 1901 by the Herreshoff Manufacturing Company at Bristol, Rhode Island. Renamed Chichota during her pre-World War I career as a pleasure craft, she was leased by the Navy in May 1917 and placed in commission as USS Chichota (SP-65) in early June of that year. During the remainder of the First World War she was assigned to net patrol duties in the vicinity of New York Harbor and also had brief service on Chesapeake Bay. Chichota was decommissioned in December 1918 and returned to her owner, Edwin Gould of New York City.
