S.S. Tofuku Maru, a 5858 gross ton (12,105-tons displacement) freighter, was built in 1918 by the Kawasaki Dockyard Company of Kobe, Japan. She was soon delivered to the United States Shipping Board, which renamed her Eastern Queen and, in mid-October, transferred her to the Navy. Placed in commission later in that month as USS Eastern Queen (ID # 3406), the ship was converted to an animal transport and late in November 1918 commenced her first trans-Atlantic voyage to France with, among other cargo, 550 horses. The ship returned to the U.S. in mid-January 1919 and began a second trip to France in early February. In mid-April 1919, soon after arriving back in the U.S., USS Eastern Queen was decommissioned and returned to the Shipping Board.
