    Commander Caspar F. Goodrich, USN


    Fine screen halftone reproduction of a photograph copyrighted in 1898 by Frank H. Child, Newport, Rhode Island. Goodrich was President of the Naval War College, at Newport, in 1889-1892 and 1896-1898. He was promoted to the rank of Captain in September 1897 and, during the Spanish-American War, was Commanding Officer of USS St. Louis.
