1. (a) This plan implements CinClant sec. Op Plan no. 7c-41 and CinClant sec. directive serial (00228) 10 October, 1941, addressed only to CTF 4 Rear Admiral Bristol.
  (b) CinClant sec. directive serial (00228) delegates to CTF 4 (Rear Admiral Bristol) all appropriate authority to control and supervise the conduct of trans-Atlantic escort of convoy operations within the N.W. Atlantic area, including coordinating supervision of the operations of Canadian escort units which latter is effected through Commodore Commanding Newfoundland (CCNF) and who will have entire charge of the availability of Canadian escort units.
  (c) The same coordinating supervision will be effected through and with Commanding Officer Atlantic Coast (COAC) (Headquarters at Halifax) when appropriate.
  (d) Air coverage by RCAF and RAF is arranged on a cooperative basis.

  (e) A DesRonCom will be maintained in Iceland where - under the general supervision of SOPA Iceland - he will perform duties set forth in paragraph 3f of this plan and when the distribution of this plan is completed will be addressed and referred to as (CTG 4.6) Task Force Four Escort Control (Iceland) (Short Title ECI).
  (f) THE WESTERN ATLANTIC AREA lies west of a line along the meridian of 10° West longitude 65° North, thence by rhumb line to position 53° North Latitude, 26° West Longitude thence south along the meridian of 26° West Longitude. The area extends as far west as the continental land masses but does not include the NAVAL COASTAL FRONTIER and NAVAL DISTRICT land and water areas, the CANADIAN COASTAL ZONES, and the territorial waters of LATIN AMERICAN COUNTRIES.
2. This force (TF 4) will:
  (a) Escort convoys and other shipping and provide patrol plane coverage in the NORTH ATLANTIC OCEAN.
  (b) Destroy German and Italian naval, land, and air forces encountered.
  (c) - - - - - - -
  (d) Support the defense of U.S. territory and bases, Iceland and Greenland (applicable only to U.S. units of TF 4).
  (e) When available, provide hunting groups to operate in connection with reported sub concentrations.
  (f) Operate BOSTON (PORTLAND) - ARGENTIA - ICELAND mail service.
  (g) Continue preparations for distant service in high latitudes (U.S. only - includes all Support Force) . . .
5. This plan effective on receipt and supercedes my OpPlan 13-41 which will be destroyed.
