Maintenance of Landing Boats

Section 1. General

  1. Personnel. -- Inasmuch as the maintenance of landing boats is of prime importance to the mission of the Transport Group, sufficient and capable personnel will be assigned to their upkeep and repair. Each APA and AKA will assign one chief machinist's mate, from four (4) to six (6) machinist's mates, and one electrician's mate to work on the landing boats. In addition, carpenter's mates and shipfitters should be detailed to work on the boats as required.

  2. Books. -- Parts books and instruction books for the engines of all landing boats are available for issue by the officer of Landing Force Equipment Depot, San Diego. Vessels may obtain these books by submitting a request direct to that activity.

  3. Engine Records. -- In accordance with Bureau of Ships' Directive, issue of Power Boat engine Operating Record Books have been discontinued for landing boats. Engineers of each boat should be required to keep a rough log, however, which will show the hours of running since engine overhaul, hours between oil changes and major repairs and replacements made.

  4. Spare Parts. -- Ships of this force will requisition boat engine and hull parts in accordance with current Pacific Fleet directives, published from time to time in Pacific Fleet Maintenance Letters. Pacific Fleet Maintenance Letter No. 10-44, reissued 17 November 1944, is in effect at present. These letters furnish full instructions for ordering parts in the Hawaiian Area and in forward operating areas. Ships will comply strictly with the provisions of these letters, especially in regard to information to appear on requisitions, when ordering parts.

  5. Spare Parts Policy. -- Due to the critical status of spare parts, the following policy shall be strictly adhered to:

    1. When practicable, broken or worn parts shall be turned in to the spare Parts Distribution Center when requesting replacements.

    2. Each part shall be tagged showing name and designation of ship, engine make, model, serial number, description of part and manufacturer's part number. (Example: "U.S.S. ZUNI" (AT95), General Motors -- Model 12-276 -- Serial No. 23061 -- Part No. G.M. 336406 Connecting rod bearing shell, (upper)).

    1. In the case of extremely critical parts such as pistons, piston pins, piston pin bushings, cylinder liners, main intermediate and connecting rod bearing shells, and compression rings, the following additional information shall appear on the reverse side of the shipping tag:

      1. Standard micrometer measurements of wearing surface before use according to manufacturer or actual measurements.

      2. Standard micrometer measurements of wearing surfaces when removed from engine (actual measurement).

      3. Maximum allowable wear of wearing surfaces as given by the manufacturer.

      4. Any other pertinent information such as "egg-shaped" or "invisible crack", etc.

  1. The following information is of importance:

    1. Technical assistance by qualified technicians attached to the Spare Parts Distribution Centers is available to those activities desiring such assistance. An extensive file of parts catalogues and other pertinent data can be consulted at the Spare Parts Distribution Center.

    2. Stocks of spare parts on hand are very limited and a strict rationing policy is necessary to obtain maximum distribution of urgently needed material.

    3. The Commanding Officer of each ship assigned to this command will initiate the necessary action to obtain and maintain sufficient spare parts for equipment assigned to his ship.

    4. Amphibious Force Boat Pools are not to be considered a source of supply for repair and maintenance material. These pools are to be called upon only as an emergency measure.

  2. Original Boat Equipage. -- The Landing Force Equipment Depot from which boats are issued provides the initial outfit of equipage for issue with each boat or lighter. Replacement of transferred, lost or damaged equipment thereafter is the responsibility of the vessel to which the boat or lighter is issued.

  3. Spare Engines. --

    1. It is the present policy of the Bureau of ships to provide one spare engine for every ten units carried on board all vessels equipped with landing boats and lighters. In case of those vessels having more than ten (10) units assigned, one engine will be provided for each ten (10) units or major portion thereof.

    2. Each vessel of this command will procure and maintain its quota of engines.

  4. Repairs. --

    1. The repair and upkeep of landing boats regularly assigned to a vessel are the responsibility of the Commanding Officer. Repairs beyond the capacity of the ship's force are to be accomplished by repair facilities at Amphibious Force Boat Pools, by Amphibious Operating Bases, or by tenders and navy yards when available.

    1. Requests for repairs beyond the capacity of the ship's force are to be submitted in the usual manner as is done for repairs to the ship itself.

    2. It is directed that prior to turning in boats for repair that:

      1. Bottoms, sides, rudders and screws be cleaned of marine growth and scraped and painted as practicable.

      2. Damaged screws and rudders be removed and repaired by ship's force if practicable; otherwise placed in the boat for delivery with the boat to the repair facility assigned. This work is to be done even though it is known that the boat will have to be turned in for major hull or engine repairs or other reasons.

      3. All excess gear, cans, clothes, ammunition, medical supplies, etc., are to be removed from the boat prior to turning the boat in for repairs.

      4. The boats turned in are to be given a general cleaning prior to leaving the ship.

      5. Lifting slings and other essential equipment will be turned in with the boat.

  1. Shop Facilities. -- The following is a list of additional power and hand tools at present allowed for all APAs and AKAs. This equipment will be found listed under various shops in the ship's allowance list, but will be available for boat and boat engine repairs as needed, even though not actually located in the boat repair shop. Other items of equipment on the ship's allowance will also be found useful from time to time in making boat repairs. Assignment of such equipment to custody of individual ships, or to a central store and issuing room, is the province of the ship's heads of departments. However, they should be made readily available to all of the ship's repair activities as needed. It should be noted that only those items specifically designated in the list below are authorized as boat repair shop equipment, even though duplicated in other ships. All other items are allowed only for the ship as a whole in the quantity listed, which may not be exceeded. Allowances may be expected to change from time to time, and the latest allowance list will of course govern in all cases:

    Hand Tools. -- The following is a list of hand tools, available from standard stock, which is suggested for equipping of the boat repair shops:

  1. Check-off Lists. -- Following are sample copies of boat check-off list to be used in Transport Group. Conscientious use of these will eliminate most of the minor casualties occurring during landings. Boat coxswains must be held strictly accountable for a correct report on these lists, for turning them in promptly, and for reporting casualties immediately.

    DAILY BOAT CHECK

    1. Fuel -- be sure tanks are full.
    2. Lubricating oil -- level on oil stick should read full.
    3. Cooling system -- fresh water in surge tank should be filled approximately one (1) inch from the top.
    4. Fuel and lubricating oil strainers -- clean and change elements if necessary.
    5. Sandtraps -- clean and prime.
    6. Leaky lines -- check oil and fuel lines for leaks.
    7. Bilges -- see that bilges are clean, check for leaks.
    8. Stuffing boxes -- check rudder post and propeller shaft for leaks.
    9. Packing glands -- check for leaks on all pumps, salt and fresh water.
    10. Water pumps -- screw down one turn on grease cups.
    11. Bilge pump suction -- clean strainers.
    12. Remote control -- check forward and reverse operation.
    13. Blowers -- check operation before starting engine.
    14. Steering apparatus -- check cables and tighten quadrant bolts if necessary.
    15. Turn engine over once with (switch off) thereby checking the batteries.
    16. V-belts -- see that all belts are tightened.
    17. Lights -- see that all lights operate.
    18. Emergency equipment -- check:
        Life preservers -- one for each person.
        Fire extinguishers -- two for gas boats, one for diesel.
        Fresh water -- five-gallon container.
        Emergency tiller.
        Emergency clutch arm.
        Lubricating oil -- five-gallon container.
    19. Propeller and rudder -- check for damage.

    WEEKLY BOAT CHECK

    1. Fuel strainers -- clean all fuel strainers, change elements if necessary.
    2. Crank case -- change oil if necessary.
    3. Oil -- all engine fittings, starters, generators, etc.
    4. Carburetors -- drain water.
    5. Auxiliaries -- check, oil, and grease anchor and ramp winches, ramp cable, sheaves, and auxiliaries.
    6. Remote control actuator unit -- put oil (30-40 SAE) in top groove.
    7. Batteries -- clean and tighten connections and grease; check batteries with hydrometer. Put in sufficient amount of distilled water.

    1. Lights -- check switches for corrosion, see that all lights operate.
    2. Ignition system -- check, including distributor contact points and rotor.
    3. Bilges -- clean and dry.
    4. Strut bearing (rubber cutlass bearing) -- check for excessive wear.
    5. Life saving equipment -- dry and check all equipment.
    6. Fire-fighting equipment -- weigh CO2 bottles, check all others to see if they are fully charged.
    7. Vacuum control power cylinder -- add neatsfoot oil (one-teaspoonful), both ends of power cylinder. Oil power cylinder release valves (30-40 SAE).
    8. Tighten all loose bolts and nuts.
    9. Check clutch.

  1. Lubricating Oils. --

    1. As vessels of the group may be required to operate on short notice under climatic conditions varying from those encountered in Arctic regions in winter to those encountered along the Equator in summer, it is of the utmost military importance that each vessel be provided at all times with the necessary variety of lubricating oils to enable it to be self-sustaining in any area. Based upon experience, the following lubricating oils are recommended:

      (1) Superior Diesel Navy Symbol S.A.E.
        Atmospheric temp. above 100°F. 3080 40W
        Atmospheric temp. above 32° F. and below 100°F. 3065 30W
        Atmospheric temp. below freezing 3050 20W
      (2) Hall Scott
        For heavy duty and high temp. 3080 40W
        For average operating duty and medium temps. 3065 30W
        For winter operations 3050 20W
      (3) Lincoln Zephyr
        For heavy duty and high temp. 3080 40W
        For medium duty and temps. 3065 30W
        For winter operation 3050 20W
      (4) Gray Diesel*
        For heavy duty with high temp. 9370 40W
        For normal duty and temp. 9250 30W

      *The Bureau of Ships has directed that only these oils be used in Gray Diesel Engines. This oil is especially designed for heavy duty service encountered in high speed diesels. Use of oil other than the above will result in unsatisfactory engine operation through carbon deposits.

    2. Attention is invited to specifications for lubricating oils

      of classes #1 and #3 which require that these oils maintain their viscosity at 210° F whereas class #2 is only required to maintain this viscosity at 130° F. Except in an emergency, class #2 lubricating oils will not be used for the lubrication of the internal combustion engines installed in landing boats except for the Gray Diesel, or where a lubricating oil having a viscosity of 10W is required. In the event that delivery of class #3 lubrication oil cannot be obtained, Class #1 of the equivalent viscosity must be substituted.

    1. The following oils are considered suitable for use in the Vee drives of tank lighters and ramped landing boats. An oil of the appropriate S.A.E. rating should be selected from the following:

      1080 or 3080 S.A.E. 80
      1100 or 3100 S.A.E. 90
      1150 or 3120 S.A.E. 140
      5190 or 6135 S.A.E. 140
      5190 or 6135 is the equivalent of 60W.  

    2. Should it be necessary to use an oil having a viscosity the equivalent of 10 W. Navy Symbol 1042 or 2110 should be used.

    NOTE: Bureau of ships Pamphlet NBS #431 covers the properties of various Navy Symbol lubricating oils in detail. Vessels not having a copy of the pamphlet will obtain one by letter direct to the Bureau of Ships.

  1. Engine Speeds. --

    1. For normal operations, engine speeds shall not exceed 1700 r.p.m. When boats pass near ships, other boats, in the vicinity of docks, landings, or in restricted channels the speed shall be reduced as need be to avoid danger and to conform to the rules of good seamanship.

    2. During landing operations maximum engine power shall be available; therefore, no throttle limiting stops shall be employed on gasoline engined boats and lighters, and governors of diesel engines shall be set to permit maximum r.p.m. during these periods.

    3. The foregoing does not prohibit the Commanding Officer of any vessel from placing restrictions upon the operation of engines which may, in his judgment, be necessary to conform to good engineering practice, except during actual or practice landing exercises.

  2. Engine Operating Instructions. --

    1. All boat operating personnel including Officers and coxswains, shall become proficient in the following:
      All safety precautions.
      Preparation of the engine for starting.
      Starting of engine.

      Know the location of and be able to clean:
      1. Gasoline or fuel strainers and lines.
      2. Lubricating oil purifier.
      3. Sand traps.
      How to change from fresh to salt water cooling.
      Shift the clutch from vacuum to manual.
      Vent fresh water pump to free it of air.
      Start engine when starter solenoid switch has failed.
      Make necessary adjustments to clutch in both ahead and astern positions.
      Normal operating temperatures and pressures to be expected.

    1. PRIOR TO BEING HOISTED OUT:
      Inspect for leaks in fuel system.
      Inspect bilges to see that they are dry and free of fuel vapors.
      Operate the hand bilge pump for at least five minutes after it has ceased to discharge water.
      Inspect electrical system for grounds, short circuits, chafing, or other defects which may result in a spark.

    2. AFTER HOISTING OUT:
      Open necessary valves in fuel and cooling systems.
      Prime the engine.
      Turn switch on position marked "Engine and Blower".
      Press starter button.
      After engine has started, haul away from ship's side as directed and lay-up for a period of five or ten minutes.
      Keep engine idling at approximately 800 r.p.m. until engine has warmed up.
      During this period, check the following for satisfactory operation:
      Cooling water for temperature and volume.
      Lubricating oil temperature and pressure.
      Electrical system.
      Ignition system.
      Remote control system.
      Operation of boat steering gear.
      Turn ignition switch to position marked "Engine".

    3. DURING OPERATION:
      Keep a constant check on the following items:
      Operating r.p.m. of engine.
      Charging rate of generators.
      Lubricating oil pressure and temperature.
      Cooling water temperature.
      Volume of salt cooling water.
      Sand Traps (for stoppages).

      NOTE:--Sand traps should be tended constantly during landing exercises. As soon as there is any indication of a deposit of sand in the trap, the cooling water suction should be shifted and the fouled trap cleaned. There is no acceptable excuse for shifting to a clean strainer and failing to clean the fouled strainer immediately.

    1. AT THE END OF EACH PERIOD OF OPERATION:
      Check and replenish as necessary:
        Lubricating Oil.
        Gasoline or diesel oil.
        Fresh water.
      Effect any repairs required, or report list of needed repairs to boat repairmen.
      Take necessary action to replenish any material, normally carried in the boat, which may have been expended during the day's operations.
      Whenever freezing temperatures are expected, drain all fresh water from the engine cooling system, unless protected by anti-freeze or other approved methods.
      Clean: -- gasoline or fuel oil strainers -- lubricating oil purifiers.

  1. Ramp Operating Gear.

    1. A number of failures of ramp cables and hoisting gear of landing boats and tank lighters have occurred during operations. If after unloading at the beach the crew is unable to hoist the ramp of a boat or lighter, it may be swamped if headed into a sea with the ramp down.

    2. All vessels having tank lighters or ramped boats shall take action to equip them with a positive means for the manual operation of their ramps by use of two wire pendants and two jiggers.

  2. Equipment.
      Landing boats of ships operating in the Amphibious Forces, U.S. Pacific fleet, shall carry the following spares and equipment at all times regardless of the boat's mission:

    1. The following spares and equipment shall be maintained on ship or base to which groups of landing boats are attached. These allowances are fixed by the Bureau of Ships and will be published from time to time in Administrative Command, Amphibious Forces, U.S. Pacific Fleet, Circular Letters, as changes become necessary.

      ITEM 1. Spare batteries -- 25% of batteries used, to the larger multiple of two batteries, if quantity is odd number. Exception: LSTs are to use the number of boats in the LST Group of ships in determining the quantities. APDs are to receive 4 batteries.
      ITEM 2. Per ten engine group spares, one set every ten engines or major fraction thereof, of the number of engines installed in boats. See paragraph (f), following, for breakdown of per ten engine group spares. Exception: LSTs are to use the number of boats in the LST Group of ships in determining the quantities. APD receives a special one-half set of spares which contains at least one of each item listed.
      ITEM 3. Spare Engines -- one allowed for every 10 engines or major fraction thereof installed in craft assigned to ships. LSTs are to use the number of boats in the LST Group of ships in determining the quantities of spare engines.

        NOTE: Item 1 should be requisitioned from Naval Landing Force Equipment Depot if ship or shore station has not received allowable percentage of batteries from other sources.

        Items 2 and 3 will be furnished automatically with boats issued by the NLFEDs. Other activities issuing boats should make arrangements with an NLFED for the supply of these items either by shipment to the outfitting activity or by direct issue to the ship if it is scheduled to report in the vicinity of an NLFED. Replacement batteries should be ordered from NSDs. Replacement of the individual engine parts included in item 2, and item 3 are obtained by requisition on the nearest SPDC.

    1. In addition to the foregoing which must be carried in landing boats except as indicated, it is necessary for ships carrying landing boats to have on board a supply of spare parts in order to keep the landing boats in operating condition. Following is an itemization of the additional equipment and spares for groups of boats assigned to ships. Quantities to be stocked will depend on the number of each type of landing boat carried.

      NOTE:
      All hull and engine spare parts for replacements of items in the above list will be requisitioned in strict accordance with current directives of Commander Service Force (Fleet Maintenance Office).

      To avoid duplication, ships will not, while in port, submit a second requisition for items already requested but not completely filled. Items on the first requisition will be followed up instead.

      In case a ship has not been able to obtain absolutely necessary spares prior to departure from port, a requisition for such essential spares will be prepared and will bear the notation that urgency of need warrants efforts to forward such spares to the vessel after departure. To avoid the "Freezing" of large quantities of spare parts, all unfilled items of other requisitions will be considered cancelled whenever a vessel leaves port.

      While away from issuing points, requisitions for only absolutely urgent parts will be submitted. Such requisitions will bear notation as to the reason for urgency of such spares. Information copies of dispatches for air shipment of parts shall be sent to the Administrative Commander in order that arrangements may be made for necessary air priority. Such dispatches must explain the need for air shipment.

      Ships and shore activities of the Amphibious Forces, U.S. Pacific Fleet will not send letters or dispatches for landing craft spare parts direct to the Bureau of Ships, the Naval Supply Depot, Mechanicsburg, or to the Mainland activities. In case of emergency, dispatch will be sent to the nearest SPDC, which will take whatever action is necessary to meet the need.

      Requisitions for routine replenishment will be made up and submitted upon arrival at any port having an SPDC or sub-SPDC. Shipping facilities to forward areas are so limited and movements of vessels of the Amphibious Forces, Pacific, so uncertain that attempts to fill routine requisitions while a vessel is involved in operations ties up spares frequently for months. The demand for spare parts is so much greater than the supply that the stock available must be kept as liquid as possible in order to service the maximum number of boats. Care shall be exercised to prevent "hoarding" and to turn in to SPDCs items and quantities in excess of current needs.

  1. Fresh Water Cooling Systems: --

    1. Unsatisfactory operation of the fresh water cooling systems has in a number of cases been traced to the fact that the system becomes air-bound during filling and that after the engine has been started, circulation of the water permits the air to escape, resulting in the system being only partly filled.

    2. To guard against unsatisfactory operation from this cause, it is directed that the following procedure be observed during the period the fresh water system is being filled:

      1. If practicable, keep the engine turning over during the period.

      2. If impracticable to keep engine turning over during the filling period, immediately after the boat is hoisted out for operations start the engine and re-check the quantity of fresh water after the engine has been turning over for a few minutes.

  2. Heat Exchangers. -- Heat exchangers become filled with sand and the tubes become fouled by oil deposits, etc., in service. As this results in a reduction of the heat transfer capacity of the exchanger, it is necessary to withdraw the tube nests at periodic intervals and clean them. After the foreign matter has been removed, it will be necessary to remove the oil and other deposits from the tubes by the best method available. While immersing the tube nests in a strong solution of boiling water and boiler compound or lye will probably be effective, the best procedure is to clean the tubes in a diluted solution of muriatic (hydrochloric) acid, where facilities are available.

  3. Water Jackets. -- Although all landing boats and lighters are fitted with sand traps (strainers) in the cooling water suction pipe, the sand found on some beaches is so fine that it readily passes through the wire mesh of the sand trap and, when operating on salt water cooling, is deposited in the water jackets of the engines. This eventually results in the overheating of the engine. Inspection and other access plates to the cooling jackets of all engines shall be opened at periodic intervals and measures taken to remove deposits of sand.

  4. Vee Belt Adjustment. -- In many cases the cause of unsatisfactory operation of cooling system may be traced directly to an improper adjustment of the Vee belts driving the circulating water pumps. An adjustment is provided for increasing the tension of the Vee belts used on all landing force equipment. If the cooling system is giving trouble, the adjustment of Vee belts should be checked.

  5. Lifting pads and slings. -- Failures of LCM(3) lifting pads have occurred. The pads break along the deck level in the bend formed to slant the upper section of the pad into alignment with the slings. The breaks are probably caused by fatigue of the metal at this point due to repeated flexures in the bend under the strain of hoisting. All ships should take the following precaution to

    guard against failures of the LCM(3) pads:

    1. Inspect hoisting pads of all boats frequently, and before hoisting when first received, for any signs of weakness.

    2. Check alignment of pads with angle of sling leg.

    3. Use only standard length slings at all times when hoisting by the pads.

    4. If defects are found, and yard services are not available for repair and test, ship make repairs by welding in new pad, double plate over old, pad, with tilting brackets; or as may be necessary. Work should be tested to the maximum extent practicable on board by lifting just clear of the cradle.

    Slings should be inspected frequently for any signs of weakness. Parcelling and serving at the splices should be removed and the wire in the splice inspected if there is any indication that moisture may have entered.
