I couldn't locate the article online either, but it was very short; I will type it's entirety:
What's the Deal?
Dallas offers extra pickup for a price.
An amnesty for grass abuse? Indeed.
Times are changing for a normally outlawed practice. Dallas residents may mark bagfuls of lawn clippings with special tags costing $1.50 each, then place them curbside for normal trash service.
But be warned: no tag, no pickup.
The service runs from Monday through April 16, with tags available by calling 311 or visiting www.dallascityhall.com.

I'd like to read the whole text of this article, but the online version
doesn't have a "Metropolitan" or "Section B" designation. Under what other
name should we look? Thanks, Margaret Lauterbach
