If you take compost, stir for two hours, and apply, is it likely the liquid
compost has gone anaerobic?

No.

What has been taken out of the compost? Soluble nutrients.

Can soluble nutrients have an effect on plant growth? Sure.

Likely to bring a soil that is in bad shape, where the biology has been
killed, where nutrients are lacking, where the organisms are not present and so
nutrient cannot be cycled into available forms, back into a condition of health?

No.

So, determine where your soil is starting from - in decent shape? Or in bad
shape? Need a little help? Or alot?

Liquified compost nutrients, or the whole set of organisms as well as the
nutrients? what does the soil need? How long do you want to take getting the
soil back into shape? Years? Or a few weeks to months?
