Pennsylvania's records committee (PORC) is definitley not more
'liberal' in dealing with Barnacle Geese. To the best of my knowledge,
they've never accepted one as being a definite wild bird, including the
one that I consider countable that was travelling with 3 or 4 Greater
White-fronted Geese that seemed to be of the Greenland race. (None of
the others I've seen have seemed like likely candidates for being of
wild origin.) I'd say you have more chance of seeing a good Barnacle
Goose if you go further north, but unless there is some reason to
believe it is wild, I wouldn't suggest chasing after one.
