Resolution on Nobel Peace Prize for Mr. Wei Jingsheng

Whereas Mr. Wei Jingsheng, the great forerunner of the democracy
movement in China, is  due to be released in 1994, after being
imprisoned under extremely adverse conditions for 15 years;

Whereas Mr. Wei Jingsheng's imprisonment was for his belief in democracy
and human  rights in China, for his courage to stand up to alert the
public the danger of dictatorship by  Mr. Deng Xiaoping, for his
insistence on the political democratization as a prerequisite to the
overall modernization in China;

Whereas Mr. Wei Jingsheng's firm conviction and dedication, keen
political insight, moral courage, and adherence to the principle of
using peaceful means without violence and conspiracy have been a
tremendous inspiration for the Chinese people in their struggle for
freedom and democracy for the last 14 years;
 
Whereas the Norwegian Nobel Prize Committee will soon start to accept
nomination for the Nobel Peace Prince for 1994;
 
Whereas a Nobel Peace Prize for Mr. Wei Jingsheng would help the cause
he started to be  recognized and pursued by more people in the world and
particularly in China, enhance the moral power he embodies, deter
ruthless dictators in China in their suppression of democratization
movement, and help accelerate the process of democratization in China;
 
Resolved that,
 
IFCSS shall cooperate with other organizations in the common effort to
win the 1994 Nobel Peace Prize for Mr. Wei Jingsheng.

Resolution on IFCSS HQ staff salary inflation adjustment

Whereas the inflation on US currency was about 4-6% in 1992-93;

Whereas the IFCSS HQ staff live in Washington D.C. - one of the most
expensive areas in the United States;

Whereas IFCSS is obligated to treat its HQ staffs with fair and reasonable
financial support so that they will be able to better serve IFCSS and its
members;

Resolved that,

Within the limit of IFCSS financial ability and without undermining the
IFCSS HQ operation and future development, the President of IFCSS is
authorized to adjust the HQ staffs at the end of the current term with a
one time salary adjustment which shall not exceed 5% of their original
annual salary.

Resolution on Establishing Task Force for 5th Congress Preparation

Whereas IFCSS Council is responsible for organizing IFCSS annual Congress;

Whereas the Council has completed its regular meetings before the next
Congress which will be held in early July, 1993. 

Whereas final preparations for the Congress must be handled timely and 
effectively

Be it resolved,

That a five member Task Force for the 5th Congress preparation be 
established.  The Task Force shall be responsible for all Congress 
preparation related matters upon the adoption of this resolution.

The Task Force shall include the President of IFCSS, two IFCSS council 
members, one SVC committee member and a local host school representative.
The Task Force shall have one coordinator elected by the Task Force members.

The Task Force shall be responsible to IFCSS Council.  A final report
shall be presented to the 5th Congress for approval. 

Resolution with amendment 1 was adpoted on June 5, 1993, as CR4020 
by unanimous consent.

Amendment 1 to "Establishing the Task Force for the 5th Congress of IFCSS",
By Gang Li / Hongran Fan

1. Change "The Task Force shall have one coordinator elected by the Task
Force members." to "The Task Force coordinator shall be the President of
IFCSS."

2. Add the following two paragraph to the end of the resolution:

"The Task Force is authorized to locate the staff of the 5th Congress. The
reimbursement standards of the said staff shall be the same as of those of
the
formal delegates of the Congress.

The Task Force is authorized to make a suitable budget for the 5th Congress."

Amendment 1 was adpoted by unanimous consent.

Following are the English Translation of Drafted Amendments to IFCSS 
Constitution and By-laws.  They were discussed and voted in by the IFCSS 
Joint Conference on June 5, 1993 and are recommended to 5th IFCSS Congress.

        PART 1 ---- AMENDMENTS ABOUT THE WORKING COMMITTEE

AMENDMENT 1 (DING JIAN)

               Bylaw Article VI  Working Committee

ORIGINAL:
        Section 26.  Each working committee is established by a
        resolution of the convention or the Council as task force of
        the IFCSS.  The juristiction of each committee is defined by
        the corresponding resolution.  The dissolution of a working
        committee is initiated by the President and confirmed by
        the Council.

AMENDED:
        Section 26. Working committee is a task force of IFCSS.  The
        establishment or dissolution of working committee can be through
        a resolution of the Convention or the Council, or can be
        initiated by the President and approved by the Council.

        IFCSS.  The  council  members  and number of the council members
        shall be elected and  determined  according  to  the  Bylaws  of
        IFCSS. The  Council  members  may succeed themselves for no more
        than  three terms.  The names of the Council members for present
        term are:

        Section 6. All members shall be  divided  into  eight  electoral
        districts  named: Northeast, East, Mid-Atlantic, South, Midwest,
        Northwest, Southwest, and Pacific.

AMENDED:
        Section 6. All members shall be  divided  into  eight  electoral
        districts according to the states where their organizations
        are located or registered:

        Northeast:      Maine, New Hampshire, Vermont, Massachusetts,
                        Connecticut, Rhode Island;

        East:           New York, New Jersey, Delaware, Pennsylvania;

        Mid-Atlantic:   Maryland, District of Columbia, West Virginia,
                        Virginia, North Carolina;

        South:          Florida, Georgia, South Carolina, Mississippi,
                        Tennessee, Alabama, Puerto Rico;

        Midwest:        Ohio, Michigan, Indiana, Illinois, Wisconsin,

ORIGINAL:
        Section 15. The Council shall have at least one meeting in  each
        quarter  of  its  term,  to  discuss the IFCSS's business. The
        quarterly meeting shall be held in the first week of that  quar-
        ter.  The  Council  may  have a special meeting if called by one
        third, or more, of the entire Council members.

AMENDED:
        Section 15. The Council shall have at least one meeting in  each

      Section 32. The Supervisory Committee is composed of five
      members elected by the Convention from eight candidates, one
      from each electoral region. The committee at its first session
      selects one of its members as the chief commissioner to call and
      coordinate Committee meetings.

AMENDED:
      Section 32. The Supervisory Committee is composed of five

      Constitution, arbitrates disputes involving the IFCSS
      Constitution and examines the work of the President, the Vice
      President, the Council and working committees against this
      Constitution.
