The multi-volume set you're thinking of may be Samuel Eliot Morison's
"History of United States Naval Operations in World War II", 15 vol.  As
the title suggests, the focus is US, but the Allies get some attention.
Looking at a bibliography that I have here, other possible sources are: Sir
William James, "The British Navies in the Second World War"; P.H. Kemp, "Key
to Victory: The Triumph of British Sea Power in World War II" (aka "Victory
at Sea" in the British edition); and Stephen W. Roskill, "The War at Sea", 3
vol.
