NATIONAL FOI DAY
Once again this year, The Freedom Forum will be hosting an
all-day conference on National Freedom of Information Day,
March 16, and we want to invite you to join us for a day of
intriguing presentations from a distinguished list of
experts.

"Access & Technology: Recovering the Promise" is the theme
of this year's conference, sponsored by The Freedom Forum in
cooperation with the American Library Association. The
programming will focus on how new technology's great ability
to expand and facilitate access to information is now being
used as an excuse for restricting access to information.

Among the topics we will be exploring: the clash between
access and privacy concerns provoked by databases, the
refusal of federal judges to allow their financial
disclosure reports to be posted on the Internet, the passage
of a federal law to prevent the EPA from posting chemical
facility worst-case-scenario information on the Internet,
efforts to restrict access to new satellite imagery, and the
"digital divide" separating those who have access to
electronic information and those who don't.

        Jane Kirtley, Silha Professor of Media Law and
Ethics at the University of Minnesota will be the morning
keynoter and the luncheon keynoter will be Larry Irving,
former Assistant Secretary of Commerce for Communications
and Information, who will also receive the ALA's annual 11th
annual James Madison Award.

        A special feature of this year's conference will be
a series of FOI Updates on government secrecy, federal
legislation and other developments, court decisions,
international FOI, and state developments.

        The conference is free but because of space
limitations, registration will be on a first-come,
