RAIN 04/05: Big Brother is watching, what disaster plan? and Blam e Canada (NOT!)



Today's New York Times has a good story story about the rise in email
monitoring being conducted by companies. Story ties in nicely with the
recent WSJ article on keystroking. Must be a subscriber to the NYT but it is
free.

In a significant shift, Treasury Board plans to beef up its monitoring of
federal departments to catch problems early and head off another breakdown
like the job grants fiasco at Human Resources.
Treasury Board President Lucienne Robillard said the clampdown, which is a
key piece of the new management framework for government, does not mean a
return to the red tape and rules of the old command-and-control management
of a decade ago.

The Chretien government is vetting all audits of departments before publicly
releasing them in an effort to blunt the damage of another potential job
grants fiasco.
Information Commissioner John Reid told the parliamentary committee probing
the HRDC scandal yesterday that two key central agencies, Treasury Board and
Privy Council Office, meet weekly to discuss audits requested for release to
ensure the files "are well-managed from a public relations point of view."

The Cincinnati teachers union today sued four of the five publicly funded
charter schools in Cincinnati, saying the schools have failed to provide
public records and documents sought by the union since October.
Cincinnati Federation of Teachers President Tom Mooney said the union has
requested the documents because ''the state is doing so little monitoring of
them that someone has to find out how the taxpayers' money is used and if
they're following state law.''

finance records, well the state legislature has passed a new law and the

For political watchdogs and others who track donations to Michigan
candidates, the campaign money trail just got longer for many key elected
offices.
Under legislation signed last week by Gov. John Engler, the Secretary of
State's Office and local clerks will hold onto campaign finance records for
15 years if state or local candidates raised more than $50,000 in donations,
instead of destroying them after five years.
