The item is called a "short snorter".  A quick search on ixquick.com,
google.com and surfwax.com have turned up numerous sites about them.

Generals Eisenhower, Bradley, Arnold and Doolittle may very well have signed
your note BUT not at the Tokyo surrender ceremony. They may have signed it
after the ceremony.

as others have suggested check with a numisatist <sp?> and also an autograph
dealer.

Should be fun authenticating the signatures
