We have some student newspapers from years past that are turning golden
brown and crumbling.  I am to the point where I am reluctant to handle them
or let anyone else do so.

Obviously, we would like to look into options for scanning or microfilming
these in the future.  The problem is that there is no money for anything
like that right now.

One thought I had was to photocopy the ones in really bad shape onto
acid-free paper.  This would necessitate taking these apart as they have
been bound.  We would then use the photocopied ones for reference and store
and/or encapsulate the originals.

Kathy,

You have the money and time to photocopy onto acid free paper and encapsulate, but you don't have the money for preservation microfilming (scanning)?

I would suggest you check more into the actual cost of filming (scanning) verses the supplies and time you are talking about before you make any final decisions.
